Our province is one of the pilot provinces of the national financial accounting system. The Provincial Department of Finance recently issued the "Pilot Plan for Shanxi Province's Financial General Accounting System" to make arrangements for the scope of time, main content, implementation steps, and guarantee measures. Pilot the route to promote the new system for promoting the nation's promotion system.

It is understood that my country's fiscal accounting system has always followed the "budget accounting" system framework. The accounting foundation generally adopts the collection and payment implementation system. The pilot of the reform of the total accounting system is of great significance to the construction of a modern fiscal and taxation system. The main goal is to consolidate the overall accounting budget function based on the collection and payment implementation system, and establish and improve the total accounting financial management and control function based on the occurrence of power and responsibility.

Pilot work innovative, policy, and technical. Based on the principle of stability, the province comprehensively considers the objective foundation and subjective willingness of the city and county's financial accounting, and selects the standards to coordinate the province's direct management counties, non -provincial direct management counties, urban areas, and system direct management counties. The provincial, cities, and county -level finances are finally selected. In the provincial level, Taiyuan City, Yuncheng, Changzhi City, and eight pilots in Jinyuan District, Taiyuan City, Wenxi County, Xiangyuan County, Jiexiu City Regional, participate in the pilot work of the 2022 simulation system. Other regions choose to simulate themselves in conjunction with the local actual situation.

The pilot work is divided into four stages: preparation, new and old connection, accounting treatment, and effect assessment, which will be completed in April 2023.
