In 1924, Park Luoquan's father was killed by the Japanese army, which buried the seeds of revenge for his father in Park Luoquan's young heart. In 1932, Park Luoquan participated in the Wangqing County Children's Team. In 1934, he joined the Communist Youth League and participated in the Wangqing County anti -Japanese guerrillas led by the Communist Party of China in the same year. In 1935, Park Luoquan was sent to the Fifth Army of the Northeast Anti -Japanese United Army led by Zhou Baozhong. In 1936, he joined the Communist Party of China. He served as the squad leader and chief of the Five Army.

In September 1938, Park Luoquan served as the second division of the Fifth Army of the Fifth Army of the Anti -Federation.
