It is understood that in June 2021, the Supreme People's Procuratorate, the Ministry of Justice, the Ministry of Finance, the Ministry of Ecology and Environment, the State -owned Assets Supervision and Administration Commission of the State Council, the State Taxation Administration, the State Administration of Market Supervision and Management, the National Federation of Industry and Commerce of China, and the China International Trade Promotion Committee The nine departments jointly issued the "Guiding Opinions on Establishing a Third -Party Supervision and Evaluation Mechanism (Trial)" (hereinafter referred to as "Guidance Opinions"), and continuously strengthened the third -party supervision and evaluation mechanism (hereinafter referred to as the "third -party mechanism"). The specific system design of the aspect promotes the "strict management" of the enterprises involved in the case, so as not to allow "love" to be abused.

The "Report" pointed out that the four beams and eight pillars of the third -party mechanism were basically established. In September 2021, nine departments such as the Supreme Prosecutor and the National Federation of Industry and Commerce jointly established a third -party mechanism management committee to formulate the implementation rules for implementing the "Guidance Opinions" and the "Selection of the Third -Party Supervision and Evaluation Mechanism of the Enterprise Compliance of the Case. "" "" "Enterprise Construction, Evaluation and Review Measures (Trial)", "Regulations on the Comparison of Enterprise Compliance of the Cases of Third -Party Supervision and Evaluation Mechanism Management Committee" and other standardized documents, set up the first batch of 207 people participated in National Professional Library. Recently, with the addition of the Ministry of Human Resources and Social Security, Emergency Management Department, Customs Administration, and China Securities Supervision and Administration Commission, the third -party mechanism management committee guidance has further strengthened and the field of supervision and evaluation has been further expanded.

The "Report" pointed out that the member units of the third -party mechanism management committee perform their duties in accordance with the law, and work together to promote the construction of pilot local mechanisms to achieve important results. As of the end of May this year, the second batch of corporate compliance reform pilot regional management committees had a total of 253 member units and 1,163 members of the municipal management committee. Management committees at all levels strengthen supervision and evaluation business guidance based on actual conditions. The integration of various professional forces gathered to promote pilot exploration. There are 6007 third -party mechanism professionals across the country.

The "Report" shows that the third -party mechanism management committee co -promoted the transformation of supervision and evaluation achievements to achieve important results. As of the end of May this year, a total of 1,777 cases involving corporate compliance were handled by procuratorates across the country, of which 1,197 cases were applied to third -party mechanisms, accounting for 67.36%of all compliance cases. At the same time, as the reform practice continues to deepen, the types of corporate compliance involved in the case are richer, and third -party supervision and evaluation methods continue to innovate, and the provincial supervision and evaluation work is developed in an orderly manner.
