Grain security is an eternal topic related to the sustainable development of all human beings, and it is also an important guarantee for maintaining world peace and development. In recent years, the global new crown pneumonia's epidemic has continued to spread and the Russian -Ukraine conflict has been superimposed. Each major grain exporter has begun to implement agricultural product trade protection policies including export restrictions and closing the market. Global food shortage and rising grain prices have prominent, resulting in an increase in poor people in the world. The report released by the 2021 "World Grain Safety and Nutrition Status" released by the United Nations Food and Agricultural Organization showed that in 2020, nearly 1/3 of the world's population could not obtain sufficient food, and the number of people increased by 320 million in just one year. The World Bank recently estimated that every time global food prices rose 1%, nearly 10 million people would fall into "extreme poverty".

In order to respond to global food issues in a timely manner, recently, Chinese State Councilor and Foreign Minister Wang Yi proposed a Chinese proposal on international grain security cooperation in Bali to participate in the Foreign Minister of the Group of 20, focusing on the current most urgent international grain issues: eight suggestions: The first is to support the coordination of the United Nations Center, strengthen the role of the United Nations, and support the work of the United Nations Food and Agriculture Organization, the International Agricultural Development Fund, and the World Grain Program; the second is to implement export restrictions on the implementation of humanitarian grain procurement carried out by the Food Program; The third is to facilitate the successful entry of agricultural products and inputs in Russia, Ukraine, and Belarus; the fourth is to release its own export potential in major grain production and net export countries, reduce trade and technical barriers, control the use of food energy, relieve market supply supply Tensions; Fifth, the food trade emergency measures adopted by countries should be short -term, transparent, targeted and appropriate, and meet the rules of the WTO; sixth, support international agricultural research and consultation organizations and agricultural scientific and technological innovation cooperation in various countries to reduce high -tech scientific and technological exchanges Restrictions; Seventh to reduce grain loss, China has held an international grain loss conference, and is willing to jointly implement the consensus consensus; eighth is to help developing countries improve food production, collection and storage, and damage reduction capabilities in terms of funds, technology, and markets.

Proposal to take food safety as a key area for implementing cooperation and sharing, starting from the common challenges facing all human beings, put forward the concepts and measures of positive response, show the sincerity of China and countries to deal with global food issues, reflect China's relationship between China and state relations in the country and the country. At the level, the concept of "community" is constantly enriched, which shows that China ’s spirit of“ co -business, co -construction and sharing ”in responding to the common issues of international issues. Since 2022, China has provided more than 15,000 tons of emergency humanitarian food assistance to multiple developing countries. In response to the critical period of global grain bottlenecks, countries must take action, work together, and jointly face a worldwide grain crisis.

The first is to actively participate in the practice of building a community of human destiny. Grain security is a stabilizer for the healthy operation of the world's economy. All countries should stand on a new perspective of the community of human destiny, seek a new connotation of the common interests and common values ​​of human beings, and jointly cope with the huge challenges and pressures facing the grain system.

The second is to adopt a cooperation operation of turning crisis. Facing worldwide food security challenges, no country can be alone. Only by forming a joint force and jointly cope with international grain problems can we be critical and share results. When the world peace and development are facing major challenges, countries must break the "prisoner's dilemma", adhere to the original intention of unity, adhere to the real multilateralism, take the United Nations as the core, provide emergency assistance to countries that suffer from serious food security challenges, slow down to slow down The increasingly severe hunger problem. On this basis, countries must actively coordinate macroeconomic policies and promote the recovery and development of world economic inclusiveness.

The third is to continuously enhance the grain safety governance capacity of developing countries. From the global perspective, most developing countries lack the technology and capabilities of food production, processing, warehousing, and response to extreme weather for a long time. Grain relying on the outside world is high and the ability to resist risks is weak. Therefore, it is necessary to give full play to the leading aid role of FAO, WFP, and IFAD, and to jointly carry out special actions to help developing countries enhance food security governance capabilities. At the same time, developed countries should attach importance to scientific and technological sharing, and through new technical assistance and support to inject endogenous power into the agricultural food system in developing countries.
