The applicable conditions for the "first violation of penalties" for minor violations are:

1. The first violation of the law, and the medical insurance fund lost less than 3,000 yuan (designated medical institution)/less than 200 yuan (individual);

2. Correct and refund the loss of medical insurance funds in time;

3. Do not use the medical insurance fund;

4. Actively cooperate with other valid clues that the medical insurance department has not yet mastered.

At the same time, the relevant subject reminds that the "first violation of penalties" has not changed the illegal attributes of illegal acts, and the parties still have the obligation to stop and correct illegal acts and eliminate social harm. If the parties refuse to correct, do not correct or correct the requirements, they will not meet the requirements, and they will be punished by corresponding administrative penalties.
