In order to strengthen the construction of social organization's capabilities, improve the credibility and transparency of social organizations, and further play the important role of social organizations in participating in social management and services, in accordance with the "Administrative Measures for the Evaluation of Social Organizations" and "Interim Measures for the Evaluation and Management of Jilin Provincial Social Organizations" in the Ministry of Civil Affairs According to relevant regulations, conduct evaluation work in the municipal social organizations, and the relevant matters are notified as follows: as follows:

1. Evaluation object

Before June 30, 2020, the municipal social organizations registered at the Yanji Civil Affairs Bureau can apply for the evaluation. In 2020 and 2021, social organizations that do not participate in annual inspections or unqualified annual inspections, or the administrative penalties of the registered management organs last year are not included in the scope of evaluation.

2. Evaluation content

In accordance with the "Yanji City Social Group Evaluation Index" and "Yanji Citizen Office Non -Enterprise Evaluation Index", comprehensive assessment of social groups, the assessment content mainly includes basic conditions, internal governance, work performance and social evaluation. The evaluation of standardized construction of private non -enterprise units, the assessment content mainly includes basic conditions, internal governance, business activities, integrity construction and social evaluation.

In accordance with the requirements of the "Implementation Plan for Strengthening the Party Construction of Social Organizations in Jilin Province" ([2016] No. 24), social organizations that have the conditions without the formation of party organizations and party organizations who have not been established for no reason shall not be rated as the year. 3A (including) or above.

3. Evaluation level

Social organization evaluation results set 5 levels, from low to high, 1A (a) (700-800 points), 2A (AA) (801-850 points), 3A (AAA) (851-900 points), 4A ( AAAA) (901-949 points), 5A (AAAAA) (950-1000 points).

Fourth, evaluation agency

The Yanji Civil Affairs Bureau has established an evaluation committee to be responsible for the organization and approval of the municipal social organization evaluation work; the daily work shall be borne by the Social Organization Administration of the Yanji Civil Affairs Bureau.

5. Time arrangement

(1) Reporting stage: July 15th to July 29th. Social organizations are willing to participate in the 2022 -level evaluation, and fill in the "Social Organization Evaluation Declaration Form" in the "Social Organization Evaluation Declaration Form" before July 29 to submit them to the Social Organization Bureau of Yanji City (Yanji City Henan Street Government Affairs Hall on the second floor of the civil affairs window ) The expiration will not be accepted.

(2) Self -assessment stage: August 2nd to September 2nd. The Yanji Municipal Social Organization Authority conducts a preliminary review of the qualifications of the application unit, determines the participating unit and notifying its self -assessment. Social organizations participating in the evaluation conduct self -assessment of evaluation indicators, assessment, and scoring rules, and prepare information in accordance with the evaluation materials catalog. Before September 2nd, the materials are submitted to the Yanji City Social Organization Administration, which will not be accepted during the expiration.

(3) Judging stage: September 5th to September 9th. The Evaluation Committee reviewed the preliminary evaluation opinions, publicized and announced the results of the audit to the society, and issued certificates and plaques to social organizations that obtained 3A or more.
