[In progress] Announcement of Research Project Collection of Research on the Department of Finance and Credit Construction in 2022

In order to continue to promote theoretical research in the fields of fiscal finance and credit system construction, the research units are now solicited to the society. The announcement of the specific matters is as follows:

1. Research direction

The research topics should be carried out around the following:

1. Corporate credit bonds better support infrastructure financing research.

This topic should analyze the overall scale, structural characteristics of infrastructure investment, structural characteristics, local government debt governance governance, changes in infrastructure financing channels, objectively and comprehensively evaluate the effects of infrastructure projects, spilling effects, and the role of stable macroeconomics. The question, then study the infrastructure financing model that adapts to the new stage of development, and how the company's credit bonds better support the construction of infrastructure projects.

2. Research on the boundaries and coordination of public debt management and fiscal monetary policy.

This topic aims to establish a theoretical framework for public debt management to analyze the interaction between global public debt management and fiscal policy, monetary policy, and financial stability since the international financial crisis, especially the epidemic of new crown pneumonia. How to optimize fiscal policies, monetary policies and mutual cooperation methods, and then improve the current macro -control policy system, and achieve more efficient and secure development.

3. Research on the key role of new development pattern of capital market services.

This topic aims to comprehensively study how the capital market can better play a role to build a new development pattern, including but not limited to how to increase the capital market supporting science and technology industry efforts, how to comprehensively improve the capital market to attract long -term funds, risk funds, equity funds, etc. The ability of funds, how to improve the capacity of SMEs in the capital market, how to promote equity investment to become important financial investment channels for residents, how to open the high level of capital market to the public, etc., and put forward targets and suggestions for targeted opinions.

4. New model and risk management research on financial services.

Based on the implementation of the principle of "housing and living", this subject should objectively analyze the role of real estate in my country's national economy, fully draw on the experience of other countries such as Germany and Singapore, and focus on how to promote the long -term healthy development of the real estate market, and establish a multi -subject supply supply. 2. Multi -channel guarantee housing system, and effectively prevent debt risks in related fields, and study the Chinese path for financial support for commercial housing, affordable housing and long -term rental housing markets.

5. Research on data standards for credit information sharing support for financing of small and medium -sized enterprises.

This topic needs to combine the current information security and main equity protection requirements, and in -depth analysis of the credit information scope, field, sharing method of accurate portraits of small and medium -sized enterprises, etc., to study the data standards that are simple and efficient and can maximize the use of effectiveness.

6. Comprehensive evaluation system and indicators of corporate credit status.

This topic needs to combine the needs of the current credit supervision practice. Study proposes the evaluation indicators that can objectively and accurately reflect the credit status of the enterprise, and further rationalize the relationship between comprehensive evaluation, industry evaluation and local evaluation, and build a comprehensive evaluation system for corporate credit status.

2. Declaration requirements

(1) The project application unit must have the talent and material conditions necessary for completing the subject. In principle, it should be party and government agencies, public institutions, and social groups. The person in charge of the subject should have a high academic accomplishment in related research areas, and in principle, it should have a title of deputy senior level or above. The project application unit shall carefully prepare the research group according to their own advantages, and encourage the formation of cross -domain and interdisciplinary expert teams to jointly bid. In order to ensure the research on research, the person in charge of each subject can only apply for one project.

The application for the application must be confirmed by the unit where the applicant is located, and 3 copies are sent to Caijin Division of the National Development and Reform Commission through the postal system (EMS) (EMS) Please indicate the word "declaration subject" on the envelope. (3) The deadline for the declaration is July 31, 2022 (subject to the postmark date).

(4) Our company will organize the expert group to review the research project declarations and select the preferential selection in accordance with the procedures. After the results are determined, they will sign a formal contract with the selected entrusted unit to provide corresponding funding.

(5) The person in charge of the subject must abide by the relevant commitments, fulfill the agent, and complete the research tasks on schedule during the implementation of the project.

3. Time requirements for implementation

The implementation time of the subject is from the date of signing the contract until the end of December 2022. The project undertaking unit shall organize the issuance of topics and final reviews on time in accordance with our requirements, and submit the final research results before December 31, 2022.
