This is an important measure to focus on creating a national ecological civilization highland and strive to achieve the forefront of ecological civilization.

The "Notice" clearly stipulates that there is no corresponding qualifications for each recycling outlet: not recycling, storage, processing, and remodeling without the air cylinder inspection unit for destructive waste cylinders (such as petroleum liquefied gas cylinders, oxygen tanks, fire fire extinguishers, etc.) ; Do not recover the secret documents or internal materials of party and government agencies, scientific research institutions, and troops; shall not recover waste liquid or hazardous waste (including but not limited to medical waste, waste chemicals, waste radiation products, waste batteries, pesticide packaging materials). If the above behavior is found, it is necessary to correct and jointly investigate and deal with relevant departments in time.

The "Notice" clearly prohibits the recycling of renewable resources from the sorting process, and it is strictly forbidden to sort out of garbage to incinerate on the spot. The garbage needs to be cleaned to the specified collection location. The act of random incineration or abandonment of garbage at will shall be severely investigated and punished by the ecological environment, housing and urban and rural construction (comprehensive law enforcement) and other departments.

The "Notice" also regulates the recycling of waste metals (mainly steel, copper and aluminum, etc.): The acquisition of these waste metals must be filed with a special industry in the public security department. After the filing, apply to the market supervision department at the same level. Any enterprise and individual industrial and commercial households who acquire abandoned metals shall not sell the stolen personnel, and find that the public security organs should be reported immediately. The public security organs shall be punished accordingly to the public security organs, which constitutes criminal liability for crime.
