The overall plan of the small and medium -sized rivers is based on the basin, and the basin is used as a unit to plan, govern, accept, and set up files in the basin to comprehensively improve the flood prevention and reduction capacity of small and medium rivers and provide water safety guarantee.

Liu Weiping requested that all relevant units must accurately grasp the key tasks of three aspects: First, conduct investigations and evaluations to comprehensively understand the current status and governance needs of small and medium -sized rivers. The second is to adhere to the concept of the basin system, compile the overall plan of provincial districts, municipalities, basin, and national and medium -sized rivers in the country and the governance plan of rivers one by one. The third is to build a small and medium -sized river information platform to achieve digitalization, networking, and intelligent management of small and medium -sized rivers.

As of the end of 2021, the cumulative governance of the middle and medium -sized rivers in the country has completed a total of more than 100,000 kilometers, and the flood control capacity of important small and medium -sized rivers has improved significantly.
