Recently, the Ministry of Human Resources and Social Security announced the newly revised "Classification Classification Classification Classification of the People's Republic of China" (hereinafter referred to as a ceremony). The revision of the ceremony was jointly launched by the Ministry of Human Resources and Social Security, the State Administration of Market Supervision and Administration, and the National Bureau of Statistics in April 2021. It was also the second comprehensive amendment since the first national professional classification ceremony was promulgated in 1999. This revision work has been widely completed by the opinions of the society, organizing expert review and demonstration, and sophistication of the relevant departments of the central and state organs. It has been basically completed.
The revision of this ceremony follows the principles of objectivity, science, and innovation. Research and demonstration, realistic description of the specific content of each occupation (type of work), optimize and update the description of the text information, to fully reflect the actual changes brought about by the economic and social development. Specifically, around the requirements of the digital economy, green economy, manufacturing power, and governing the country according to law, the relevant medium, small categories and occupations have been added or adjusted. At the same time, according to the actual situation, some categories and occupations have been canceled or integrated. For example, two occupations of customs declaration professionals and inspection professionals are integrated into one occupation of customs declaration personnel; According to statistics, the new editions include 8 large categories, 79 medium categories, 449 small categories, and 1,636 small categories (occupations). Compared with the 2015 edition of the ceremony, 15 small categories including legal affairs and auxiliary personnel, including 15 small categories including digital technology engineering and technical personnel, and 155 occupations including carbon exchange measurement appraisers (including the new version of the 2015 edition of the edition of the ceremony, released new new editions. Profession).
One of the highlights of the new edition is the first time that the digital occupation (labeled S). Digital occupation is a comprehensive argument between digital industrialization and industrial digitalization, focusing on the three dimensions of digital language expression, digital information transmission, and digital content production. The marking digital occupation is a major innovation in my country's occupation classification, which is of great significance for promoting the development of digital economy and digital technology and enhanced digital literacy of the whole people. The new edition of the CPC has 97 digital occupations. The new version of the ceremony follows the 2015 version of the ceremony and marked 133 green occupations (labeled L). Among the new editions, there are 23 green occupations and digital occupations (labeled L/S).
In the revision of this ceremony, in order to comprehensively, objective, and accurately reflect the actual situation of the current social career development, the new professional information has been included in the new edition of the ceremony in the past few years, and the description of some original occupational information has been updated. Occupation reflects the needs of the development of the digital economy, conforms to the trend of carbon peak carbon neutrality, meets the new development concepts of innovation, coordination, green, openness, and sharing, and meets the needs of the people's good life.
As a basis for the formulation of vocational standards, occupational classification is an important basic work to carry out vocational education and training and talent evaluation. The release of the new edition, especially the new occupation, is of great significance for enhancing the social identity of employees, promoting employment and entrepreneurship, leading the reform of vocational education training, and promoting high -quality economic development.
In the next step, the new version of the ceremony will be officially promulgated after the new version of the ceremony is discussed and revised and improved. The Ministry of Human Resources and Social Security will organize the formulation or revision of relevant occupational standards in conjunction with relevant departments, and at the same time solicit new professional standards or evaluation specifications for the society. Guide training institutions conduct training in accordance with national professional standards. In addition, the socialized evaluation is actively implemented and stable, and employers and social training evaluation organizations filed by the Human Resources and Social Security Department to conduct evaluation activities. For those who pass the evaluation and identify, the evaluation agency shall issue a certificate in accordance with relevant regulations. The information of the certification personnel is included in the scope of talent statistics, and the certification personnel enjoy policies such as vocational training subsidies and vocational skills appraisal subsidies in accordance with regulations.
