On July 13, 2016, the Ministry of Commerce issued Announcement No. 31 of 2016, and decided to levy anti -dumping taxes on imported acrylics native to Japan, South Korea and Turkey from July 14, 2016. The implementation period is 5 years. On August 4, 2017, the Ministry of Commerce issued Announcement No. 36 of 2017 and decided to inherit the 15.8%anti -dumping tax rate and other rights and obligations applied by the Mitsubishi Chemical Co., Ltd. to inherit the Mitsubishi Liyang Co., Ltd. in the anti -dumping measures. On November 6, 2018, the Ministry of Commerce issued Announcement No. 74 of 2018, which adjusted the anti-dumping tax rate applicable to imported acrylics native to South Korea from 4.1%-16.1%to 8.6%-21.7%.

On July 13, 2021, in accordance with the application of China's acrylic industry, the Ministry of Commerce issued Announcement No. 1521, and decided to carry out anti -dumping measures applicable to imported acrylics native to Japan, South Korea and Turkey from July 14, 2021 Final review investigation.

The Ministry of Commerce investigated the possibility of the possibility of dumping and damage to the Chinese acrylic industry in Japan, South Korea, and Turkey on the possibility of the possibility of dumping and damage to the Chinese acrylic in Japan, and in accordance with the "Regulations on the Anti -dumping Regulations of the People's Republic of China" (hereinafter referred to as Article 48 of the Anti -dumping Regulations shall make a review ruling (see attachment). 2. Anti -dumping measures

According to Article 50 of the Anti -dumping Regulations, the Ministry of Commerce proposes to continue to implement anti -dumping measures to the State Council Customs Tariff Committee according to the results of the investigation. For imported acrylics native to Japan, South Korea, and Turkey, they continue to levy anti -dumping duties, and they do not levy anti -dumping duties to polypropylene cymbal carbon fiber silk. The implementation period is 5 years.

The scope of the product of the anti -dumping tax is as follows:

The name of the survey product: acrylic, also known as polypropylene fiber.

English name: Polyacrylonitrile Fiber, or Acrylic Fiber.

Product description: acrylic is a synthetic fiber made of propylene compounds with acrylonitris. At least 85%(mass score) of the molecular chain is repeated. The product is classified under the "Import and Export Tax of the People's Republic of China": 55013000, 55033000, 55063000. Under the above -mentioned tax numbers, the transgender acrylic (degeneration polypropylene fiber) and polypropylene cymbal carbon fiber are not within the scope of taxation products. Polyacryonal carbon fiber original is a product formed by polyfront spinning wires with acrylonite as the main monomer. At least 95%(quality score) of the molecular chain is repeated unit; Silk beams, stretching strength (fracture intensity) greater than equal to 50cn/tex, and the extension rate (fracture and extension rate) is less than 14%; the product use is the production of polypropylene cymbal carbon fibers.

The tax rate for anti -dumping duty is the same as the provisions of the Ministry of Commerce No. 31 of 2016, Announcement No. 36 of 2017, and Announcement No. 74 of 2018. The current anti -dumping tax rates of each company are as follows:

1. 16.1%

Third, the method of levying anti -dumping duties

From July 14, 2022, when imported operators were imported from acrylic native to Japan, South Korea, and Turkey, they should pay the corresponding anti -dumping tax to the customs of the People's Republic of China.Anti -dumping tax is levied at the price of tax -ended prices by customs. The calculation formula is: anti -dumping tax = customs taxation price × anti -dumping tax rate.The value -added tax of the import link is based on the taxation price approved by the customs plus tariffs and anti -dumping taxes as the tax calculation price.

Fourth, administrative reconsideration and administrative lawsuit

According to the provisions of Article 53 of the Anti -dumping Regulations, if you are not convinced by the decision of this review, you may apply for administrative reconsideration in accordance with the law, or a lawsuit with the people's court in accordance with the law.
