The full process of training institutions retains the whole process of training

In order to strengthen the standardized management of off -school training institutions, the Municipal Education Commission has formulated the manual. The disciplinary training institutions called disciplines in the manual refer to social organizations or individuals other than state institutions in this city's administrative area, using non -state fiscal funds to obtain a school permit for education administrative departments, registered with the civil affairs department, and facing the compulsory education stage for the compulsory education stage Students carry out non -profit institutions for discipline training such as the rule of law, Chinese, history, history, geography, mathematics, foreign languages ​​(English, Japanese, Russian), physics, chemistry, biology and other disciplines.

The Municipal Education Commission states that the training time for off -school training institutions must not conflict with the teaching time of primary and secondary schools, and must not occupy national legal holidays, rest days and winter and summer vacations. Offline training should end before 20:30, and online training should end before 21:00. Offline training does not exceed 45 minutes; online training does not exceed 30 minutes; the curriculum interval is not less than 10 minutes.

The training content and training classes must be matched with the grade of the enrollment object. The offline training classes must not exceed 50. The construction area of ​​the training site should be greater than 300 square meters (excluding 300 square meters). Training institutions shall carry out online and offline training activities in registered training places, and shall not use residential residential and basement organization training.

The manual is also clear that the training institution should retain the full -process video records. Involved in offline training, the video preservation has not less than 30 days from the date of the end of the course; those involved in online training, the video preservation is not less than 6 months from the date of the end of the course. A video surveillance system should be set up in the training venue, covering all key parts including classrooms and rest places.

Full -time teaching and teaching and research personnel are not lower than 50% of the total number of institutional employees

Teaching staff of the training institution shall have a teacher qualification certificate for corresponding disciplines. The names, photos, teaching class, and teacher qualification certificates of all teaching staff need to be prominent in the training institution and publicity. In principle, the full -time teaching of off -school training institutions and teaching and research personnel is not lower than 50%of the total number of employees in the institution; offline training for elementary and middle school students is not less than 2%of the number of students in principle.

The training institution's enrollment propaganda should be carried out in the training venue or institutional website and filing app. The enrollment seal must be reported to the education department within 10 days before the release. The enrollment chapter should comply with the law of the growth and development of minors. There must be no contentment of anxiety, hunger marketing, promoting the guidance of the test, and various types of business morality. Training institutions must not instruct teachers to publish publicity drafts of selling anxiety in WeChat groups in their personal names. There must be no "trap" of low -cost marketing.

Training institutions shall not publish and broadcast off -campus training advertisements in mainstream media, new media, public places, various advertisers and online platforms in residential areas. Commercial advertising activities must not be carried out in primary and secondary schools and kindergartens, and it is not allowed to use primary and secondary schools and kindergarten textbooks, teaching auxiliary materials, practice books, stationery, teaching aids, school uniforms, school buss, etc.

Do not induce students and parents to use training loans and other methods to pay fees

The toll period should be coordinated with the training arrangements. If the training cycle is charged, the cost of the time span of more than 3 months shall not be charged at one time or disguise; if it is charged at a class, each subject shall not be charged at one time or the cost of more than 60 hours. If the cyclical charging and the time of the class are carried out at the same time, the method of a short period of time should be selected, and it must not be disguised for more than 3 months.

Standardize the time to charge the time in advance. If the training cycle is charged, it shall not charge the fee as early as one month before the start of the new class; if the charge is charged, it shall not be charged as early as the remaining 20 lessons of this subject. Training institutions shall not induce students and parents to pay training fees to use training loans and installment loans.

In the principle of refund, training institutions and students and parents follow the training service contract to negotiate and solve the problem of training fee refund. If the negotiation cannot be negotiated, the institution will propose a refund before the course starts. All fees are refunded at one time. If students and parents propose the refund requirements after the course starts, the corresponding costs shall be deducted according to the proportion of the completion of the class. The remaining expenses shall be refunded at one time according to the original channel within 15 days.

The training institutions should be fully entered into the municipal management service platform and dynamically updated in a timely manner of all teaching staff, students, training materials, courses, funds, etc. Within 10 days before the opening of the opening class, the platform shall be reported to the platform with information such as enrollment chapters, curriculum content, teachers' qualifications, and charges.
