Recently, the Ministry of Housing and Urban -Rural Development issued a notice on the evaluation of rural construction in 2022.

The notice pointed out that in combination with local recommendations, 102 counties including Pingshan County, Hebei Province (see Annex 1, referred to as sample counties below) were decided to carry out the evaluation of rural construction in 2022.

The main content of the notification is as follows:

1. Overall requirements

Adhere to the people -centered development ideas, based on the new stage of development, implement new development concepts, build a new development pattern, take rural construction evaluation as an important starting point for promoting the implementation of rural construction actions, evaluate the county as a unit, and comprehensively grasp the rural construction in the whole. In the level and level, in -depth findings and shortcomings in rural construction, put forward targeted suggestions, guide localities to use the evaluation results, take measures to coordinate the problems of evaluation, improve the level of rural construction, reduce the gap between urban and rural areas, and continue to enhance The people's sense of gain, happiness, and security.

2. Evaluation of content and working methods

(1) Evaluation content. From 4 aspects of development, farmhouse construction, village construction, county building construction, analysis and evaluation of rural construction (see Annex 2). Each place can be appropriately increased by actual situation.

Select some indicators to set the expected value to determine the goals of rural construction in various places each year, and improve the level of rural construction year by year. Based on the average value of the rural construction evaluation indicators of the sample county in 2021, referring to the national and regional development levels in accordance with the national and provincial "14th Five -Year Plan" and relevant policy documents, and reasonably expected the index values ​​in 2022 and 2025. Provincial housing and urban and rural construction departments will be sent to the Ministry of Housing and Urban -Rural Development by June 30, 2022.

(2) Working method. Rural construction evaluation is carried out by third -party evaluation. The team -level expert team is responsible for completing the national evaluation report, conducting relevant big data analysis, and training and technical guidance in the section area. The provincial expert team is responsible for investigating and collecting data from sample counties, conducting research and analysis, and writing evaluation reports in the province and sample counties. Provincial housing and urban and rural construction departments promote the establishment of a rural construction evaluation mechanism, determine the provincial expert team, coordinate local cooperation to carry out evaluation work, supervise and guide the progress of work and quality, and provide necessary support for the expert team. The prefecture -level municipal housing and urban and rural construction departments coordinate the provision of relevant indicators of the prefecture -level cities where the sample county is located. Sample counties establish a comprehensive coordination working mechanism, formulate work plans, determine the division of labor, and do a good job of various tasks.

(3) Work steps. Rural construction evaluation includes steps such as data collection, questionnaire survey, on -site research, analysis and evaluation, and formation of evaluation reports. The provincial expert team should go to the sample county to collect data in accordance with the requirements of the evaluation work, carry out questionnaire surveys, on -site investigations and interviews, collect specific cases of rural construction results and problems, compare the expected value of local indicators, evaluate the progress and effectiveness of the work, analyze rural construction There are shortcomings in the existing problems, summarize the application of evaluation results, and complete the evaluation reports of the province and sample counties. After review and control by provincial housing and urban and rural construction departments, they will be submitted to the Ministry of Housing and Urban -Rural Development before October 31, 2022. The ministry -level expert team is responsible for comprehensive analysis of the national data and situation, completed the national evaluation report, and submitted to the Ministry of Housing and Urban -Rural Development before November 30, 2022.

(4) Achievement application. Provincial housing and urban and rural construction departments shall report the evaluation work and results in a timely manner to report to the provincial government. Third, organize implementation

(1) Strengthen organizational leadership. (2) Ensure data quality.
