US media: G7's infrastructure plan can not win China
Author:Global Times Time:2022.07.12
The US "National Interest" two -month website website July 10, original topic: The infrastructure plan of the Seven Kingdoms Group is to leave developing countries to China at the Summit of the Seventh -way Group Leader (G7) summit a few days ago. A $ 600 billion infrastructure commitment. This is the first attempt to formulate developing countries in the post -colonial era. The plan is conceived by the world's largest democratic country, with the purpose of defeating China in the 21st century global infrastructure competition. However, the plan may not only allow the G7 to defeat China in the competition, and worse, it may be to give up most parts of the world to China.
Data Map
In the past ten years, China has been willing to, prepare, and be able to take on infrastructure partners in developing countries. A African researcher told the London School of Political Education that there was no "road of democracy or a bridge of autocracy." The ultimate purpose of infrastructure is development, not ideology. This echoes China's point of view.
Instead, G7 states that its infrastructure investment will be directed with values. According to the global democratic ranking of the "Economist" think tank in 2021, 23 African 54 countries have 23 categorically classified as a completely democratic country, a defective democratic country or a "mixed regime". If the G7's infrastructure funds only support democratic countries, then according to the strictest standards, only one country (Mauritius) is eligible for funding. If the most loose standards, 23 countries are qualified.
For G7, reality is severe. From the political fundamentals of most Africa and Asian countries, they are not qualified to obtain G7 investment. This means that in the next decades, China may become their most powerful and only funders. This is caused by G7 itself.
The G7 restarts the Cold War game, which will cause a more differentiated world. In 2021, China completed the layout of "peace cables" along the East Coast of Africa. If this only provides telecommunications connections for democratic countries, there is nothing to praise, and it is not economical. If the infrastructure is scattered like a puzzle, its impact is definitely limited. If a digital wall is erected in non -democratic countries, the infrastructure will only reach the land where the votes are calculated, and the development of the world will be more differentiated and economic inequality.
