Under the unified operation of the national carbon emissions trading market, there are currently disadvantages of the initial distribution method of carbon emissions quotas. It is recommended that the free quota is issued to power companies and changed to the terminal user who is distributed to power. Resist, promote the development of electricity prices and achieve carbon emissions cost transmission to electricity prices, alleviate power supply and stress, promote new energy grid -to -network acceptance, and promote corporate green electricity transactions.

Last year, the national power demand increased, the power supply was insufficient, and the phenomenon of power -limiting the electricity limit was that the current initial distribution method of the carbon emission quota was to distribute the quota to power companies for free. If the electricity price is increased, the increase in electricity costs for consumers will breed resistance, and then increase the resistance of electricity price reform.

To this end, it is recommended to include electricity users into the carbon emission right trading system and change the carbon emissions quota to free terminal users. Electricity users can obtain benefits by selling emission rights and offset the economic burden brought by the increase in electricity prices. Promote the marketization of power prices, thereby alleviating the problem of power limit.

Secondly, my country's new energy consumption ability is relatively insufficient. Photovoltaic and wind power generation accounts for only 3%and 6%of the total power generation of the country, accounting for relatively low. From the perspective of the power grid, in order to meet the increasing amount of new energy installations and respond to the intermittent and volatility characteristics of the new energy, power companies need to invest large costs to lay new grid circuits, upgrade the power grid to regulate power, and improve the intelligent level of power grid.

But at present, power prices have not accurately reflected the cost of investment, and it is difficult to mobilize the enthusiasm for investment in power grid companies. If the carbon emissions quota is in the hands of terminal users, power companies need to pay costs to buy, and there is a motivation to adjust the electricity price. Terminal users who can sell emission rights will also support electrical prices to reflect various costs. The price of electricity can fully reflect the cost of investment, and then mobilize the enthusiasm for investment in power and power grid companies, and enhance the ability of new energy consumption.

At the same time, the European Parliament recently voted for the amendment to establish a draft of the carbon border adjustment mechanism (CBAM). The implementation of the EU carbon border adjustment mechanism is imminent, which will cause huge cost pressure on some export companies in China. In order to reduce the impact of EU carbon tariffs, enterprises are urgent to establish a carbon emissions accounting system, find out the entrepreneur bottom, and master the source and total situation of carbon emissions during the production process; The cost of emissions can be deducted from carbon border adjustment taxes to avoid repeated payment. Finally, encourage enterprises to reduce carbon emissions as much as possible by using green electricity and other methods, and reduce the taxation of taxes for carbon border.
