From Baoan to Guangming to participate in the reform of the "division of government and enterprises"

I am from Chongqing. In November 1980, I came to the army to come to Longhua, Shenzhen. After retiring, he went to work at the then Baoan County Government Office. In 1999, I transferred to the Guangming Street Office. As one of the builders, I was fortunate to participate in the deepest system reform of Guangming Farm and witnessed it for more than 20 years of development and change.

Guangming Farm was first established in 1958. It was established by 5 units including the South China Agricultural Reclamation Bureau. It was originally called "Guangdong State -owned Guangming Farm". Later, due to the changes in affiliation and economic structure, it has been renamed many times. When I got to work in Guangming, the full name of Guangming Farm was: Shenzhen Guangming Overseas Chinese Livestock Ranch.

In 1978, under the tide of reform and opening up, the Guangming Farm ushered in a breakthrough in operation and took the lead in introducing large -scale projects such as Chenguang Dairy. The following year, due to changes in international relations, Guangming Farm received a group of Vietnamese returned diaspora as employees, and at the same time provided conditions for their home home property. These returnees have participated in and witnessed the reform process of different stages of Guangming Farm as an important builder in the following decades.

Around 1980, the Guangming Farm relying on the geographical advantages adjacent to Hong Kong, it vigorously developed the breeding industry and established eight major cattle farms. Dairy products quickly won 70 % of the Hong Kong market. In addition to dairy products, the titles of "Asia's largest pigeon farm" and "the first modern pig farm in the Mainland" have gradually spread. Other farms in Guangdong Province have achieved obvious leading advantages.

However, with the rapid development of the Shenzhen Special Economic Zone, all districts in Shenzhen have ushered in the opportunity of economic rise, and the Guangming farm has gradually revealed the disadvantages of business due to the management system and other reasons.

The characteristics of state -owned farms are the social society. Except for banks, taxes and courts, there are no rights, such as primary schools, middle schools, hospitals, and public security bureaus. The "enterprise (field) society" model has largely increased the burden on enterprises and affects the development of the enterprise.

To this end, Guangming Farm began to explore new reforms. In 1999, the Shenzhen Municipal Government issued the "Implementation Plan on Separationing the Separation of the Overseas Chinese Livestock Ranch System of Guangming", which initially solved the problem of government -enterprise in Guangming Farm (timely overseas Chinese and livestock ranch). It is a state -owned enterprise and is placed under the management of Shenzhen Business Holdings Company; some of the communities have established the Guangming Street Party Working Committee and Office of the Baoan District People's Government, and have underwent 9 communities. It is precisely because of this system reform that I was transferred from Baoan District to the work of Guangming Street Office and became the first cadre of Guangming Street Office.

However, some government functions still stay on Guangming farms, such as land management, public security, municipalities, etc. In the process, we continued to coordinate with the Guangming Farm, look for problems, and report to the Shenzhen Municipal Party Committee and Baoan District. In order to solve these problems, in June 2002, Shenzhen further deepened reforms, revoked the "Guangming Overseas Chinese Livestock Ranch" system, and renamed "Shenzhen Guangming Overseas Chinese Farm (Group) Company" to "Shenzhen Guangming Group Co., Ltd." Baoan District is a district -owned enterprise. The Guangming Street Office and Guangming Farm have achieved the final separation. All functions that belong to social management are classified as the management of the street office, which completely ended the history of "government -enterprise unity", and also liberated the productivity of Guangming Overseas Chinese Ranch. two

Implement the same wealth project to help the poverty improvement to improve people's livelihood

In the past, the infrastructure of Guangming Farm was relatively dilapidated and backward. The level of urbanization was very low. The road was narrow and there were no street lights. It was dark in the evening. The Gongming Street and Shiyan Street next to each other are brightly lit.

This situation lasted for some years, and around 2000, the profit of the Guangming farm was very thin. After the establishment of the Guangming Street Office, the Baoan District Party Committee and District Government conducted a comprehensive investigation of Guangming and found that the living standards of the original residents of Guangming Street (farm) were generally low, and most of the farm workers had difficulty living. The Baoan District Party Committee and District Government reported the situation to the municipal party committee and municipal government, and asked for incorporating the Guangming farm into the "same wealth project". After being approved, Guangming Street established a leading group with the rich project to implement the same wealth project from two aspects.

The first is to build Tongfu Living Project. In 2002, Shenzhen invested funds to plan two -phase settlement project for poor households in Guangming Street, with a total investment of 430 million yuan. (Poor people) housing problem.

Secondly, build Tongfu Industrial Park. The Guangming and Wealth Industrial Park project started in 2002. The government allocated 600,000 square meters of land and invested nearly 300 million yuan. It built infrastructure such as factory buildings, dormitories, and supporting roads in the park. There are 7 villages under the jurisdiction of Guangming Farm. Villagers who do not employment on farms cannot enjoy salary as farm workers. This is the root cause of poverty. Tong wealth project is a popular project implemented by the Shenzhen Municipal Party Committee and Municipal Government and the Baoan District Party Committee and District Government. This project achieved the first allocation by 2008. The distribution objects over 18 years of age are allocated each year. Allocate 650 yuan.

When implementing this project, Guangming Street also faces many difficulties. On the one hand, in accordance with the policy requirements of the municipal government, the wealthy funds should be raised in the three parties: part of the city's finances, part of the district finance, and the self -raising of the administrative village in the administrative village, but there is no administrative village in Guangming. The construction of the industrial park is relatively slow; on the other hand, it is also a problem to distribute after the income of the wealthy industrial park. At that time, when we were doing the distribution plan, we conducted in -depth investigations on the particularity of the wealthy project in the light, and widely solicited opinions among the employees of the community and the group company. Some villagers believe that since the employees of the Guangming Farm have wages, they should not accept government assistance, and the group employees believe that they should be equalized (because the light and rich project is facing the residents of the entire Guangming area). In the end, with the support of the Party Working Committee and Management Committee of Guangming New District, we passed a distribution scheme with inclusive principles. Throughout the process, the Municipal Party Committee and Municipal Government, the Party Working Committee of the Guangming New District, the Management Committee, and even the Guangming Street Office all reflected the spirit of seeking truth from facts, so that the people's heart project was implemented in Guangming.

This has laid an important foundation for the development of the world and building a world -class science city and the construction of the northern center of Shenzhen.

Thoroughly solve the problem of land demands with the people as the center

I have worked on Guangming Street for 15 years, knowing that stability and development are the primary tasks of light. At that time, the core issue restricting development was the land demands of the original Guangming farm employees.

The Guangming Farm was established in 1958. It is a state -owned farm that provincial government and enterprises are united. The nature of the land is state -owned. Unlike other towns and villages in Shenzhen, there is no administrative village in Guangming Farm, no collective economy. The interests of the coming, especially after Shenzhen's implementation of the rural urbanization policy, the bright villagers (diaspora) cannot enjoy the preferential policies on the collection of rural urbanization in Baoan District and Longgang District.

In order to solve these problems, there were many ways to think at the beginning of the establishment of Guangming Street: there are 7 natural villages and 18 diaspora points in Guangming Farm. The streets want to set up a joint -stock company with reference to Baoan and Longgang, but the Guangming farm does not have the village system. To this end, we have adopted a flexible policy to select three people with high prestige and strong capabilities in each diaspora and the original residential village. Under the guidance of the government, the street funding registered limited liability company was established. 25 companies.

After the company was established, we took the initiative to find a bright farm for negotiation, hoping to draw out the empty land and rent it to the 25 companies to carry out the breeding (or rented species) industry, so that they can make profits from it before distribute. In the development of these companies, we have improved the system to help them develop, while supervising and guiding the company according to different situations. Later, some companies could not go down, and now there are 18 left. This is the exploration of the people's livelihood problems after the reform of the Guangming Farm system. Although there are many problems in subsequent development, we did play a certain role in solving the problem of life difficulties of the original residents (diaspora) at the time.

In 2002, the original Guangming Farm system was revoked. However, the original villagers (diaspora) who had not been employed in Guangming Farm had been questioning whether the original Guangming Farm was under construction at the construction site. Especially when the land closed in Guangmingnan District, Shenzhen High -tech Industrial Park, it caused a controversy.

At that time, the East Zhou community, which was hung, was the core area of ​​the land collection area of ​​Guangming South. During the land collection process, the local original villagers were unwilling. They thought that the land they lived was taken away, and they did not have a job and no income. In this way, the Office of the Party Working Committee of Guangming Street conducted a comprehensive investigation of the land relationship of the original Guangming farm. We found the most sharp villagers in the local opinion, and took them to run through the Baoan District Archives, Shenzhen Archives, Huizhou Archives, Guangzhou Archives, Foshan Archives and other units. At the time of the document, it is clear whether it was a paid place when the farm was established? Is the original villager (diaspora) request for land compensation reasonable? Eventually, the farmers' land use certificate and the appointment notice of the leader at the time were found, but the land -related documents involved in Guangming Farm were missing.

After the investigation, we reported the survey to the Baoan District Party Committee and the Municipal Party Committee and Municipal Government, and combined with the actual poverty of the local residents, it was required to compensate the original villagers appropriately during land acquisition. However, after the plan was reported to the city, the relevant municipal departments believed that the Guangming farm was a state -owned land. When the land was closed, there was no policy basis for the original villagers, so we rejected our application.

The original villagers (diaspora) did not recognize the result. The Municipal Party Committee and Municipal Government attaches great importance to it, asking the Guangming New District Party Working Committee and the Management Committee to conduct a survey again, and in one month, a plan to solve the problem of light land demands is reported to the municipal government and municipal government. According to the deployment of the Party Working Committee and Management Committee of the New District, the Party Working Committee of Guangming Street has designated it to be led by me, and 5 groups with more than forty people have set up 5 groups: comprehensive group, stability maintenance group, propaganda group, rule of law, and land preparation Group. Under the guidance of the leadership of the new district, with the support of each unit, after a month of comprehensive investigation, we formed the "Work Plan for Solving the Original Land of Employees of the Original Light Farm". The city leaders attached great importance to it. They opened many meeting discussions and amended the plan, and received the masses at the bright scene to listen to the opinions of the masses.

In February 2010, at the Executive Meeting of the Municipal Government and the Standing Committee of the Municipal Party Committee, the "Work Plan for Solving the Land Calculation of Employees of the Yuanming Farm" was unanimously reviewed and approved. The meeting believes that the development of Guangming Farm is lagging, and the masses of employees are generally poverty, but retaining a large area of ​​land for the subsequent development of Shenzhen, and the principle of seeking truth from facts to solve the problem of light land demands. The meeting agreed to refer to the collection of land collection in Baoan and Longgang's urbanization, and returned an industrial and commercial land index of 90 square meters per person. This solution helps Guangming to obtain 1.8 billion yuan of land compensation and 540,000 square meters of community development land.

When the draft plan and review plan, whether it is the Party Working Committee, the Management Committee of the Guangming New District, or the Municipal Party Committee and Municipal Government, it is far -sighted. In order to completely solve the problem, the plan is divided into three according to the differences in the entrance of the resettlement employee, and it is divided into three three. The solution of this part: First, the 1,1567 farm people undertaken by 8 communities such as Biomi and other 8 communities (the original villagers and diasporas who did not employment on the farm) were resolved through the "relying on the establishment of a collective economy of the joint stock company to develop a collective economy"; the second It was the Baihua Community under the jurisdiction of Guangming Street. Because it was later traded from Guanlan Street in Baoan, about 800 original villagers in the community handled separately; third, 5783 original farm workers and retired employees undertaken by Guangming Group, according to the launch The Land Group's land is confirmed, and the policy of confirmation is appropriate and relaxed. The principle of guaranteeing groups in the state -owned enterprise system in the state -owned enterprise system is resolved in the long -term livelihood of employees.

The plan passed by the Municipal Party Committee and Municipal Government clarifies the path of the three groups of light group land demands, and 11,567 venues undertaken by the 8 communities require that they must rely on community to form a joint stock company to develop the collective economy and achieve the largest land value to achieve the largest land value It is about the development of collective economy. According to the requirements of the Municipal Party Committee and Municipal Government, another temporary organization is set up in Guangming Street: the collective economic preparation leadership group. The Street Party Committee of the Street asked me to continue to set up community Co., Ltd.. Establishing a complete market -oriented modern enterprise system is also an exploration. To this end, we conducted extensive investigations and listen to the opinions of all aspects in depth. Especially on the issues of equity settings, border population division, equity inheritance, and how to hold shareholders other than the number of shareholders' registration, we will be comprehensive at the Municipal Legal Affairs Office, the Municipal Legal Studies, Municipal Property Exchange, and Guangming New District Comprehensive Office (Legal Affairs Office) With the strong support, a bold reform exploration was carried out. When I transferred from Guangming Street in August 2014, I had basically completed the establishment of eight companies in 8 communities. In this regard, the original Guangming Farm employee's land demand (the problem left over from the history of the land) has been completely solved. The social stability problem with land demands as the core for a long time is also solved, and the lives of ordinary people have been guaranteed. This has laid an important foundation for the development and construction of the world -class science city and the construction of the northern center of Shenzhen.
