On November 22, 2021, the General Administration of Customs announced the "Import Fireworks Inspection Regulations" on the 97th of 2021, which was implemented on June 1, 2022. The "Imported Fireworks Inspection Regulations" regulates the general requirements, inspection, judgment and unqualified disposal of imported fireworks. So how to understand the "Import Fireworks Inspection Regulations"? Let's take a look below.

Fireworks, also known as flower artillery, fireworks, fireworks, and artillery battles. The working people of China were invented earlier and were often used in grand ceremonies or performances. According to the GB 10631-2013 "Fireworks and Firecrackers Safety and Quality", the definition of fireworks and firecrackers is made as the main raw material, and after burning or explosion, it produces light, sound, color, type, smoke and other effects. For viewing, it has flammable and explosive items.

1. Scope of application

The "Imported Fireworks Inspection Regulations" is suitable for the test of imported fireworks, which contains two types of personal fireworks and professional fireworks. Personal displacement fireworks refer to C -Class and D -class fireworks that are low -risk and can be released by ordinary consumers; professional fireworks refer to fireworks that may be highly risky and only set up by professionals.

2. GM requirements

(1) Technical information requirements

Imported fireworks should provide the following technical information when the application inspection, and the content should be accurate and consistent with each other:

1. The competent authority of imported fireworks business enterprises permitted;

2. Imported fireworks operating enterprises meet sexual statements;

3. The Chinese sample samples and placement samples of imported fireworks shall comply with the relevant provisions of GB 24426-2015 "Fireworks Firecrackers";

4. Product structure schematic diagram, pharmaceutical composition table and product export certificate.

(2) Inspection and supervision requirements

The combination of imported fireworks inspection and batch inspection is carried out, and the approval test is performed under the premise of qualifications of the type test.

1. Type test

The type test includes the appearance specifications, logos, components, structures and materials, prohibited agents and dosage, placement performance, heat safety test and collision test. Personal disposable fireworks and professional fireworks are sampled according to Table 1 and 2 respectively.

All test items are qualified, then type test qualification.

2. Approval inspection

The batch test should be performed under the premise of qualified type test. The inspection items include the appearance specifications, logos, components, sales packaging and transportation packaging inspection. See Table 3. Firework sample samples, and the packaging is extracted according to 50%of the sample volume of Table 3, and the number is settled.

When a product has multiple defect categories, the number of defects in the most serious defect category. See Table 4 for individual fireworks defect categories and defects, see Table 5 in professional supply -type firefire defect categories and defect tables.

See Table 6 for acceptance and rejection of fireworks. Corresponding to the number of defects such as defects less than or equal to acceptable numbers (AC), the test criticism is qualified. As long as there is a corresponding number of defective products, the number of defects is equal to or greater than the rejection number (RE), the inspection approval is unqualified.

3. Check the danger of transportation

Customs checks whether the dangerous classification results of fireworks are consistent with product characteristics and whether the packaging is compatible with the classification results. If necessary, it can be determined by the test specified by the United Nations Test and Standard Manual. If the verification results are found to be inconsistent with the classification results marked, or the packaging and classification results are not adapted, the batch should be unqualified.

Third, unqualified disposal

(2) Unqualified batch containing the defect category of A1 fatal defects is not allowed to be declared again, and returns or destroyed in accordance with regulations. If there is no defect category, A1 fatal defects but contain other defect categories and do not involve personal property safety, healthy, and environmental protection projects are unqualified. Rectification in qualified places is allowed to declare again.

(3) Customs re -inspection of the re -declared inspection batch, the inspection meets the requirements of the determination, and the inspection does not meet the requirements. If the inspection is not qualified, it is not allowed to declare again.

(4) Those who fail to qualify after the verification of the risk classification of transportation shall be rectified under the supervision of the customs under the consent of the customs and allows rectification in qualified places and allows them to declare again. If the rectification or rectification does not meet the requirements, it is not allowed to declare again, and the return or destruction is processed in accordance with regulations.

Fourth, special tips

(2) Type test requirements. The customs of different manufacturers implement the type of type of fireworks according to the category. In principle, it can also implement random inspections and verifications of the product quality and safety of the enterprise declaration (such as dosage, supply performance, etc.) and transportation classification results according to risk size.

(3) The requirements of the inspection venue. Customs should carry out inspection work in qualified places, and the venues shall meet the requirements of GB 50161-2009 "Safety Standards for Design of Fireworks and Firecrackers Engineering Design". The inspection site should not be close to the personnel, the inspection environment should be sufficient or good light, and there is no source of fire, non -direct light, or electromagnetic field interference.
