Li is a member of a vegetable planting professional cooperative in Tongzhou District. He contracted more than 40 acres of land to plant celery, loofah, cucumber and other vegetables. In order to ensure the production of celery in the greenhouse, Li purchased pesticide armor mixing phosphorus from the villagers and sprinkled it in the celery greenhouse to kill earthworms.

In June 2021, without the inspection, Li will ship the harvested 125 kg celery to a certain agricultural product market in Wuxi for sales, and illegally operates 500 yuan. The local market supervision and administration bureau's sampling found that these celery armor mixing phosphorus seriously exceeded the standard and the test results were unqualified.

On August 16, 2021, the relevant departments of Wuxi transferred the clues of the case to the Agricultural and Rural Bureau of Tongzhou District, and the Tongzhou District Agricultural and Rural Bureau transferred the clues to the public security organs for investigation. On March 9 this year, the case was transferred to the procuratorate for review and prosecution.

Earlier, the staff of a township government in Tongzhou District issued the "Notice of the National Breakthrough and Limited Pesticide List" to Li, and Li also signed a relevant commitment and responsibility letter. "Li Mouming knew that the phosphorus was disabled in pesticides, but used armor -mixed phosphorus to plant celery and sold it for other people to eat, which constituted the crime of production and sales of toxic and harmful foods."
