Dynamic, 13896 product regulations are withdrawn from the network in Hunan, and the price linkage must be "normalized"

On July 4, Hunan Province's public resource trading service platform announced that since July 15, the results of the inter -provincial price linkage will be fully implemented.

In the past four months, Hunan has cleared the database of the drug hanging network in the province in an all -round way, handling 1203 complaints for enterprises, and 13,896 rules for abandoning the network. Hunan will continue to "normalize" linkage work, involving all consistency evaluation products, emergency rescue and shortage drugs.

In terms of controlling drug prices, Hunan opened the nation's precedent, allowing companies to have no room for drilling.

13896 product regulations were withdrawn from the Internet

In March of this year, Hunan Province has issued a notice to conduct inter -provincial price linkage work. According to the regulations at the time, after the materials declared by the enterprise were reviewed and publicized, there were objections to appeal or complain.

The reasons for these appeals are various: some because "the epidemic has missed the application time", I hope that the Medical Insurance Bureau will give themselves another chance; some say that their previous information is wrong ... Some needs Price reduction, such as Jeterbein's star product human blood albumin.

More than 60%of domestic hemelin supply relies on imports, and Jeterbein is one of the main overseas suppliers. According to Mine.com data, in 2021, its product sales at domestic medical terminals exceeded 6 billion yuan.

During the appeal, Jeterbein said: Due to the tight supply, he hopes to maintain a network price of 378 yuan per bottle in Hunan Province, and no price is reduced. Hunan agreed to the appeal and considers the unstable supply of blood products.

The number of appeals was successful. According to statistics, 71%of the appeal was rejected by the Hunan Provincial Medical Insurance Bureau.

Dozens of companies such as Suicheng Pharmaceuticals, Huazhong Pharmaceutical, Yunnan Botanical Pharmaceuticals, and other dozens of companies have hoped to increase the price limit. Xianxian Pharmaceutical directly said that if you do not give your hormone drugs to the price limit, you will "give up linkage." Regarding this type of appeal, the Hunan Medical Insurance Bureau rejected it and evacuated these products or suspended the network.

Interestingly, about 33%of the 1203 enterprises received by Hunan are complaining about others. The complaint includes a cold heat -clearing particles with 6G specifications of Shenwei Pharmaceuticals, and the Kangyuan Pharmaceutical specifications with 1.5mg of a pyrotamide slow -release capsules. Most of the reasons for the complaint are "missed the price of foreign provinces."

After the complaints and medical insurance bureau confirmed the establishment, most of the products were suspended.

In the opinions of the enterprise's complaint, 42 regulations such as Reperbitzole, which are 10mg in Jiangsu Housen, applied for the initiative to withdraw the net. Counting these, Hunan Province has reached a total of 13,896 quality regulations this time.

In addition, the Hunan Medical Insurance Bureau also stated in the document that the company will also sort out the flow of the flow of the network products next. Drugs are best to hang the net according to the minimum preparation unit to gradually reduce the number of drugs hanging.

Since August this year, all those who have not achieved the above requirements have been removed.

Clarify the "normalization" of linkage

After cleaning up the "inventory", the Hunan Medical Insurance Bureau also stated that it will be "regularly normalized to carry out drug linkage hanging network work" according to consistency, emergency rescue shortage drugs, and existing network drugs.

The adjustment rules of different types of drugs are different, and the consistency evaluation products are the simplest. The quarterly adjustment is made in the cycle. This time, Hunan Province included 90 rules into the normalized adjustment list in the third quarter of this year, including Angong Niuhuang Pills with 3G and 250ml of beef pills with 3G Wait.

The "normalization" rules of emergency rescue shortage drugs are different. The current price of enterprises in accordance with the current price of products in the country's lowest three provinces is provided as a reference for bargaining.

However, Hunan requested: Once a supplier of a certain urgent rescue of shortage drugs has reached 3, all this universal product has been converted to a linkage network, and the price of the three lowest prices of the three lowest prices is no longer connected.

Hunan Mingwen stipulates that prices are adjusted quarterly, which is rare in the country. The provinces' implementation of the policy of "the lowest price of the country" did not clearly specify the time, and it was more from time to time.

The Jianzhi Bureau noticed that since 2019, all provinces have launched their own price linkage solutions. For example, Liaoning, Guangxi and other provinces stipulate that enterprises need to declare the average price of products in the lowest three provinces in the country as the standard for limited prices; Gansu Province is more euphemistic and does not require the lowest price, but it is hoped that enterprises will show their sincerity.

In February of this year, Jilin Province carried out price linkage work for 686 drug regulations such as dual -metammer and lymphoma therapeutic drugs, and compulsory required enterprises to declare the lowest price in the country.

Some provinces have taken another step for those provinces who are unwilling to take the initiative to reduce prices. In February of this year, Hunan Province launched a "price correction" for 10 episodes of outer -named foreign names such as cardiovascular and cerebrovascular drugs. These products have been reported many times. The amount reaches more than 500 million yuan. After the correction, most of the products of more than 85%have been withdrawn from the net.

Today, the province's attitude towards price linkage is very clear: without the price reduction, the net is withdrawn. Enterprises can be flexible, I am afraid that there are not as many as before.
