Shandong: Comprehensive completion of super low emissions and transformation of the coking industry by the end of 2023

Recently, eight departments including the Shandong Provincial Department of Ecological Environment and the Provincial Development and Reform Commission jointly issued the "Implementation Plan for Ultra -Low Low Endential Emissions Industry in Shandong Province".

Ultra -low emissions of coking enterprises refer to upgrading and reconstruction of all production links, including organized ultra -low emissions, non -organized full -process collection and governance, cleaning of material transportation, monitoring and monitoring, and standardization of environmental management.

The plan proposes that before the end of September 2023, the cities in the Yellow River Basin took the lead in completing the ultra -low emissions and transformation of the coking industry; by the end of 2023, the province fulfilled the ultra -low emission transformation of the coking industry; it was proposed to build coking capacity and fully realized ultra -low emissions during production.

The plan clarifies the two key tasks of the orderly promotion of ultra -low emission transformation and implementation of differentiated management and control. For coking enterprises that complete ultra -low -emission transformation, it is tilted in the aspects of coke output index distribution, heavy pollution weather performance grading, etc.; for coking enterprises that have not completed ultra -low emission transformation and have not been suspended in accordance with the production capacity, they will increase joint disciplinary efforts , Do not be rated as a performance A or B -level enterprise to implement differential electricity prices policies.

At the same time, Shandong Province will implement tax preferential incentive policies, and in accordance with relevant terms, it will give corresponding tax preferential tax benefits to coking enterprises that meet ultra -low emission conditions. Implement preferential policies for income tax credit derived for environmental protection. Actively promote the income of super -low emissions and transformation projects of coking enterprises into the central and provincial project reservoirs.

The plan emphasizes illegal acts such as unlicensed sewage discharge, exceeding the total discharge of total volume, falsification, and unauthorized operation of environmental protection facilities.

According to the plan, the coking enterprise with the signing of the capacity transfer agreement by the end of 2022 may no longer implement ultra -low emission transformation, but it should meet the requirements for the standard limit of pollutant emissions and strictly complete the shutdown and elimination on time.
