Hao Qingyu was born in Zhengding County, Hebei Province in 1904. In 1918, he went to Peiping as a shoe worker. In the winter of 1924, he joined the Communist Party of China and established the first worker movement party branch in Zhengding County in Yuhua Shoe Zhuang.

In January 1926, according to the instructions of the Northern District Committee of the Communist Party of China, the CPC Zhengding Local Committee was established. Hao Qingyu served as a member of the local party committee to develop party members in the local area, established the party's organization, publicized the party's revolutionary ideas, and expanded the influence of the party. After the May 30th tragedy of 1925, Hao Qingyu and other leaders established the "Shanghai Cases of Shanghai". In the summer of 1930, Hao Qingyu was transferred to the secretary of the Special Committee of the Communist Party of China as the Standing Committee of the Provincial Party Committee and the inspector. Faced with the torture torture and intimidation of the enemy, Hao Qingyu was unyielding, showing the firm revolutionary beliefs and lofty revolutionary festivals of the Communists of the Chinese Communist Party.
