Article 2 These Measures are applicable to the new and expanded civil air defense engineering projects within the development boundary area of ​​the central urban area of ​​Luoyang (excluding Yanshi District and Mengjin District). The establishment of a single -building private defense project and the development of underground space takes into account the civil defense project. Article 12: Single -building civil air defense engineering construction projects approved by the civil defense department and conforming to subsidies or reward measures, the defense basement and underground space development of new civil buildings in accordance with the law, which is a civil defense engineering part of the defense engineering project, is exempted from the foundation of the urban foundation. Facilities supporting fees.

Article 13 The newly -built and expanded public facilities projects invested by the government shall be included in the project construction cost of the construction of private defense projects. , Or approve the full subsidy shall be fully approved. The right to use the right to use government investment in the government should be leased publicly based on the rental evaluation price. The rental life should not exceed 3 years in principle. If the contract or the agreement continues to rent after the expiration of the agreement, after the relevant procedures are completed according to the use price assessment situation, the original rights person can renew or re -leased the rent, and the renewal period does not exceed 3 years.

Article 14 New and expanded civil air defense projects invested by state -owned enterprises or social investment in municipalities, and the construction funds are included in the project construction cost. According to the use, construction scale and resistance level of civil air defense engineering, the project will be rewarded in accordance with the following standards after completion acceptance:

(1) Medical Rescue Project: For civil air defense projects with a protective level of 5, the use of hospitals, emergency hospitals, and ambulance stations in war will be rewarded at 600 yuan per square meter according to the construction scale.

(2) Personnel mask project: For civil air defense projects with a protective level of 5, if the use of the first -class personnel to cover the project, it will be rewarded at 500 yuan per square meter according to the construction scale; Create 1 square meter reward 600 yuan. If the use of the second -class personnel is covered with a second -class person, if the over -construction area reaches more than 500 square meters (inclusive), it will be rewarded at 500 yuan per square meter according to the actual super -building area.

(3) For air defense professional team project: If the over -construction area reaches 500 square meters (inclusive), it will be rewarded at 600 yuan per square meter according to the actual over -construction area.

(4) Supporting engineering (except for civil defense material libraries): For private defense engineering with a protective level of 5, the over -construction area reaches 500 square meters (inclusive), and a reward of 200 yuan per square meter according to the actual super -building area.

(5) Single -building private defense projects for social investment will be rewarded according to the actual construction area according to the construction scale and engineering category.

(6) The maximum reward of the same construction project is 10 million yuan, and the application for rewards shall not be repeated.

Article 15 The source of funds for replenishing funds in these Measures includes:

(1) Easy -to -ground construction fee for air defense basement;

(2) Central transfer payment funds and provincial special awards funds;

(3) Other funds.

Article 16 Easy -to -land construction fee for air defense basement is mainly obtained through the following methods:

(2) Using the planning control unit as the unit to calculate the private defense engineering indicators, such as the private defense engineering construction indicators within the control unit have met the planning requirements, the new civil construction projects in the city can apply for the air defense basement of the air defense basement, and pay the air defense basement construction fee in accordance with the law.

Article 17 The construction project that meets the subsidies and reward conditions shall be reviewed by the Municipal People's Air Defense Office and submitted to the municipal government's consent.

Article 18 The project units with the registration of non -motion property rights and the right to use the right to use private defense projects in accordance with the law shall have the right to use the right to use and earn the right to invest in the construction of the civil air defense project, and may transfer, auction, lease, and mortgage in accordance with the law.

Article 19 The unit that obtains subsidy funds shall be responsible for the use of subsidy funds and the main subject of supervision to ensure that the special funds are dedicated, expenditure in accordance with laws and regulations, safe and efficient, and consciously accept the municipal people's air defense office, municipal audit bureau, municipal finance bureau, supervision supervision Supervision and inspection of organs.

Article 20 Any unit or individual shall not be deceived, intercepted, misappropriated, and sets up awards. For fraud, interception, misappropriation, and set up award -to -replenishment funds, legal responsibilities are investigated in accordance with the law.
