"My uncle's portrait has been painted, thank you again!" Recently, the household registration policeman Lang Zhelin, a household registration police station in Qiantang District, Hangzhou, received a WeChat from Ms. Shen. Ms. Shen's uncle Shen Dequan was a volunteer martyr. He sacrificed on the battlefield of anti -US aid to the United States and aid, and did not leave a photo during his lifetime. For decades, the Shen family has always had a wish to paint a portrait for Shen Dequan. Today, with the help of the police at the Yimong Police Station, this wish has finally realized.
On June 14, the household registration room of the Yimong Police Station received a special ID card call application. The applicant was Ms. Shen's father and Uncle Shen, 73. Uncle Shen said that he wanted to borrow photos of his black and white ID card when he was young to commemorate a "legacy" for the elder brother who was sacrificed during the anti -US and the DPRK.
Shen Dequan was 21 years older than Uncle Shen and was born in 1928. In June 1951, 23 -year -old Shen Dequan took the lead in signing up to join the Chinese People's Volunteer Army and became deputy squad leader. On November 25 of the same year, he encountered enemy aircraft bombing in the battle and sacrificed on the cold land of a foreign country.
"My elder brother and I are not people who love to take pictures. There are no photos when I was young. I thought about it. The police station was our last hope." Uncle Shen said.
After receiving this special application report, Lang Zhelin was deeply touched. She decided to help the elderly to fulfill their wishes anyway. After querying relevant regulations, she took the initiative to contact Uncle Shen to communicate and call matters.
A few days ago, a big family in Shen came to the household registration room of the Yimong Police Station to go through the relevant procedures for calling the ID card photo and obtained black and white photos on the spot. The moment he took his photo, he couldn't help crying.
"Not long before my brother sacrificed, he also sent back to the telegram at home, saying that I wanted to take a look at my photos. At that time, I was only 2 years old." Uncle Shen recalled that although the impression of his elder brother was very vague, he had been in memory. The elders in the village talked about their elder brother, and they always gave their thumbs up. "He had injuries on his legs, and he couldn't go, but he still devoted himself to fighting without hesitation." In Uncle Shen's heart, his elder brother was a big hero and his own role model.
"After the elder brother sacrificed, my brother and sisters all concealed their parents and never mentioned his death. Mom and Dad hoped that the elder brother came back every day. Later, the war was over, and he couldn't hide it ..." I often see my mother holding the only photo of my elder brother during his lifetime, and wiping tears on the threshold at the door of the house.
Later, Uncle Shen's brother and sister couldn't bear to be so sad that his mother secretly hid the photo of the elder brother. When the mother died again, the photo was completely confused and could not see anything. This incident naturally became the biggest regret in the hearts of the Shen family.
In mid -June of this year, the uncle Shen went to the Sand Cultural Museum of Yipeng Street, and saw the name of his elder brother in the museum at a glance. "Others have photos to stay, only my elder brother doesn't." Uncle Shen thought more and more uncomfortable, thinking that his face was very similar to his elder brother, so he applied to the Yippeng police station with a mentality of trying to call his document. Shot, I did not expect to receive a reply soon.
"Police Officer Lang was particularly enthusiastic and took the initiative to call us several calls, asked the situation, told us the materials we needed to provide, and the time with us to take photos with us." Said Ms. Shen, the little daughter of Uncle Shen.
After getting the photo, the Shen family found the martyrs of Shen Dequan in the village, let them help them remember what the martyrs looked like during their lifetime, and then found the painter to help the portrait. As soon as the portrait was completed, Ms. Shen contacted Lang Zhelin and thanked again.
In recent years, news for the old relatives to retrieve ID cards has been seen in various reports. For example, in April of this year, a short video on the Internet made people tearful -a woman in Ma'anshan, Anhui asked for help from a grandfather who died 17 years ago. After the household registration police inquired the file, she found a black and white photo on her grandfather's ID card for her. After seeing the photo, the woman was crying.
So, can I or my relatives call for my ID card?
Zhejiang Police's response is: In general, in addition to himself, direct relatives can also apply to the public security organs to inquire about the personal identity information of the late relatives. According to Article 119 of the "Regulations on Registration of Permanent Residents in Zhejiang Province", citizens can apply to the public security police station where the household registration is located with the resident ID card or residential account book.
According to the staff of the Grassroots Basic Management Detachment of Hangzhou Public Security Bureau, as for whether the photo card photo can be called, there is currently no clear stipulation of laws and regulations. "Direct relatives can submit a written application to the police station and show a relevant relationship certificate that the police generally provide it as appropriate."
