The existing business license business scope and classification are no longer suitable for the needs of today's business environment. The suggestions of Zhang Zhao'an are submitted to the General Administration of Market Supervision in conjunction with the Ministry of Housing and Urban -Rural Development, the Development and Reform Commission, the People's Bank of China, and the State Administration of Taxation. Research from relevant departments believes that Zhang Zhaoan's representatives have focused on the reform of the business system and combined with the progress of reform in recent years, pointing out the problems in the opening of enterprises, government connection, government communication, supervision methods, integrity management, and exit mechanisms. In the first half of 2019, there were 18,100 new enterprises. As of the end of October 2019, there were 120 million market entities across the country, an increase of 12.05 % year -on -year, of which 37.5862 million companies, an increase of 10.72 % year -on -year.

The business environment report released by the World Bank shows that China's business convenience ranking rose from 96 in 2013 to 78 in 2017, an increase of 18 -bit. The convenience ranking of the start -up enterprise rose from 158 to 93, which increased by 65, and my country's business environment improved significantly.

The People's Bank of China organizes the construction of the basic database of financial credit information and promotes the development of market norms. The organization of financial institutions has established a basic database of financial credit information covering nationwide, centralized and unified, and realizing the full coverage of bank credit information. In addition, financial information such as securities, insurance, trust, foreign exchange, financial leasing, guarantee, and public information such as social security, provident fund, environmental protection, tax arrears, civil ruling and enforcement. As of the end of December 2020, more than 3,700 database access institutions were recorded, and a total of 60.923 million companies and other organizations were recorded.
