Chapter 1 General Principles

Article 2 The first (set) product refers to a major breakthrough in its variety, specifications, architecture or technical parameters. Chapter 2 Declaration Condition
Article 4 Application for the first (set) product shall meet the following basic conditions:
(1) The development unit is an independent enterprise legal person, with good credit records, stable R & D teams, complete R & D facilities and fixed production places, with strong R & D capabilities and large -scale production conditions, and master the core technologies and key of product development and production Craftsmanship and intellectual property rights.
(2) Products are in line with national industrial policies and technological innovation development trends. In terms of structure, performance, material, process, etc., fill in domestic gaps or make fundamental improvements on the original product. With significant economic and social benefits.
(3) Products that belong to the management requirements of special industries in the national industry must have a product production license approved by the relevant industry authorities; products that are compulsory certifications must be passed for compulsory product certification.
Article 5 Those who belong to one of the following products shall not be included in the scope of the identification:
(1) It is limited to its own products or products that are not disclosed in secret.
(2) Products such as OEM production or purchasing components, parts, and raw materials that lead to obvious insufficient autonomy of key equipment and components.
(3) Demolition a product into several components, components and parts; split a system application software into several modular software; split a software and hardware integrated product into hardware devices and control software.
(4) There are no major improvements than the original first (set) product.
Chapter III recognition procedure
Article 6 The first (set) product identification is concentrated in the annual concentration, and the enterprise is voluntarily declared and organized according to the following procedures:
(1) Release the annual declaration notice, the Municipal (local) Industry and Information Bureau recommended the application of eligible enterprises in accordance with the principles of the territory. The declaration materials include product execution standards and test reports, new reports, and intellectual property certificates.
(2) Evaluation of third -party institutions in accordance with the "First (Set) Product Evaluation Work Requirements" (see attachment).
(3) Based on the comprehensive assessment of the evaluation of third -party institutions and the application of corporate credit, it will propose a list of identification within 5 working days and publicize it on the website of the Provincial Industry and Information Department. The publicity period is 5 working days.
(4) During the recommendation of the Municipal (local) Industry and Information Bureau, after the publicity and development capabilities of the enterprise should be grasped, there is no objection, and the office of the Provincial Department of Industry and Information Technology shall be requested to review it. After the review is approved, the results of the identification are released.
Chapter 4 Supervision and Management
Article 7 During the recommendation of the Municipal (local) Industry and Information Bureau, it shall master the research and development capabilities and product development of the enterprise, and will not be recommended if it does not meet the application conditions or is suspected of falsifying.
Article 8 The third -party agency shall carry out the evaluation of the first (set) product in accordance with the principles of objective and fair.
Chapter 5
Article 9 These Measures are explained by the Provincial Department of Industry and Information Technology.
Article 10 These Measures shall be implemented from the date of release. If the original documents are inconsistent with these measures, these measures shall prevail.
Attachment: The requirements of the first (set) product evaluation work requirements
The first (set) product evaluation work includes the basic conditions of third -party institutions, determining third -party institutions, evaluation forms, expert requirements, evaluation points, evaluation opinions, etc.
1. Basic conditions of third -party agencies
(1) Enterprises, institutions, social organizations and other organizations or organizations with independent legal person qualifications. Social credit is good, with fixed office spaces, necessary full -time personnel and facilities;
(2) It has certain experience and social influence in the aspects of new products, new technology appraisal, and scientific achievements.
(3) Established an expert library, formulated a standardized evaluation system, and has strong risk control and strict operating procedures to ensure that the evaluation results are fair and fair.
2. Determine third -party institutions
The Provincial Department of Industry and Information Technology has collected third -party institutions for the society to comprehensively apply for the acceptance unit for the qualifications, internal management systems, undertaking the work experience of similar projects, overall work plan, expert database, and quotation. Third -party institutions randomly select experts from the expert database according to the application product field. 5. Evaluation points

(4) Product technology level. Examine the quality and correlation of the product execution standards and test reports, and evaluate the key performance index parameters of the product.
(5) Economic and social benefits. The product market prospects and demonstration functions have been tilted to products that have made outstanding contributions to people's livelihood security, military -civilian integration, industrial security, energy conservation and environmental protection.
(6) Enterprise R & D and production capacity. Based on the industries, business scale, and research and development strength of the developed enterprises, we will comprehensively consider the level of innovation and development of the enterprise.
6. Evaluation opinions
(1) Third -party institutions shall strictly abide by the confidentiality regulations, shall not leak evaluation information without authorization, and guide experts to strictly abide by the evaluation work discipline and create a fair and fair evaluation atmosphere.
(2) Experts discuss clear conclusions based on the application conditions and evaluation points.
