The document mentions the proportion of payment for construction project progress. Government agencies, public institutions, and state -owned enterprise construction projects shall not be lower than 80%of the project price that has been completed; Below, in addition to the quality margin that does not exceed 3%of the total project price in accordance with the contract, the paid payment ratio can be determined by the contracting parties according to the actual situation of the project. During the settlement process, if the progress of the progress has exceeded the actual completion of the project price, the contracting unit shall return the project progress funds to the more than the issue of the income unit within 30 days after the settlement.

New start -up projects that were started and could not be completed that year could implement process settlement. By contracting, the construction process is divided into the construction cycle according to the time or progress node of the construction process, and the amount of engineering (including changes, visas, claims, etc.) that has been completed during the cycle can be calculated, confirmed, and paid. It is reported that the notice will be implemented from August 1, 2022. The project contract signed from this date shall be implemented in accordance with this notice.
