In order to effectively strengthen the standardized diagnosis and treatment management of rare diseases, further improve the province's medical quality management and control system, and decide to form a rare disease quality management and control center (hereinafter referred to as the quality control center) of the Hebei Province according to the needs of the work. According to the "Administrative Measures for the Management and Control Center of Hebei Provincial Medical Quality Management and Control Center (Trial)" according to the "Measures for the Management of Medical Quality Management", after the unit's declaration, materials review and other procedures, the quality control center is determined to be the second hospital of Hebei Medical University; The recommendation recommendation of each unit, and on the basis of extensively soliciting opinions, a member of the Quality Control Center (Annex 1) was determined; at the same time, the responsibilities of the Quality Control Center (Annex 2) were clarified.

The units must actively support the work of the provincial rare disease control center, provide offices, equipment, and funds required to carry out rare disease control work, and provide necessary full -time or part -time personnel to ensure the normal development of rare disease control. All cities and units should further establish and improve the rare disease control system in the jurisdiction to ensure medical quality and safety.

The main responsibilities of the control center

I. In accordance with the relevant specifications of rare disease management, the rare disease control standards, quality control programs, and annual work plans are formulated, and the implementation of it with the review and approval of the Provincial Health and Health Commission.

2. Under the guidance of the Provincial Health and Health Commission, the organization is organized to guide, inspect and evaluate the rare medical quality of medical institutions in the jurisdiction.

3. Strengthen information construction, establish rare quality control information databases, and regularly collect, analyze, evaluate the medical quality status and problems of rare diseases. Release the quality control report to the outside world to feedback the quality control information to the quality control object in writing.

4. Participate in the medical quality management activities of rare diseases inside and outside the province, collect and investigate rare diseases at home and abroad, organize and conduct rare clinical scientific research and academic exchanges, and promote new theory, new technologies and methods for rare diseases.

5. Draw the development plan for rare patients, organize the training of rare disease diagnosis and treatment knowledge, and continuously improve the quality of professional teams.

6. Assist the Provincial Health and Health Commission to promote the construction of rare disease control networks and guide the work of the quality control center to carry out work.

7. Complete the other tasks of the Provincial Health and Health Commission.
