Zhang Yinghui, male, Han nationality, born in December 1963, was born in Cangxi, Sichuan. He joined the work in July 1989 and joined the Communist Party of China in June 1994.

From July 1989 to January 1991, he worked at the mental health care hospital in the middle of Guangyuan City;

From January 1991 to May 1998, he successively served as secretary, director, deputy dean of Guangyuan Mental Health Center Group Branch, director, deputy dean;

From May 1998 to July 2001, he served as Dean of the Second People's Hospital of the Central People's Hospital of Guangyuan City;

From July 2001 to August 2015, he served as Dean, Secretary of the Party Branch, Secretary of the Party Committee of Guangyuan City Psychiatric Health Center, member of the Party Group and Deputy Director of the Party Committee of the Lizhou District Health Bureau;

From August 2015 to December 2016, he served as the party secretary and director of the Guangyuan Mental Health Center, a member of the party group of the Health and Family Planning Bureau of Lizhou District;

From December 2016 to December 2020, he served as the director of the Mental Health Center of Guangyuan City;

From December 2020 to the present, the deputy secretary and director (dean) of the party committee (dean) of the spiritual health center of Guangyuan City (Municipal Third People's Hospital, Municipal Infectious Disease Hospital).
