Chapter 1 General Principles

Article 1 In accordance with the "Guiding Opinions on Carrying out Quality Improvement Action" and the relevant provisions of the Ministry of Water Resources, in order to promote the high -quality development of water conservancy and improve the quality and operation management level of my country's water conservancy project in order to promote the high -quality development of water conservancy projects in the new stage. Article 2 The Dayu Award is the highest award for high -quality projects in the national water conservancy industry. It is a commendation project approved by the national approval. The award -winning project should be projects with standardized construction, excellent design, advanced construction, excellent quality, reliable operation, and remarkable benefits to reach the leading domestic level.

Article 3 The selection of the Dayu Award is a water conservancy project that has been completed and put into use in my country. In principle, a preliminary design project approved is based on the application project to participate in the selection. The selection work is conducted in accordance with procedures such as declaration, preliminary review, on -site review, review and reward. Under the guidance of the Ministry of Water Resources, the selection activity was organized by the China Water Conservancy Engineering Association (referred to as the Engineering Association).

Article 4 The Dayu Award organizes declarations each year, and commended and presented once in two years to commend the units and individuals who have made the main contributions to the award -winning project.

Chapter 2 Selection Scope and Declaration Conditions

Article 5 The large and medium -sized water conservancy projects new, reconstructed, and expanded in the People's Republic of China may be declared.

Article 6 The application project shall have the following conditions:

(1) Meet the requirements of the scope and scale of the application (see Annex 1 for details);

(2) In line with the basic construction procedures, and the project passes the completion acceptance according to the requirements of the relevant industry;

(3) Evaluation of engineering construction quality reaches excellent level;

(4) The project is put into use for more than one year, and in principle, the test of design standards should be reached.

Article 7 The following project shall not declare:

(1) Projects that have occurred in large and above engineering quality accidents, safety accidents, or projects that cause adverse social impacts in immigration resettlement, soil and water conservation, and environmental protection;

(2) During the construction of the project, it was criticized by the industry once or was criticized once or by the provincial water administrative department to criticize the second and above.

(3) Engineering involving confidentiality;

(4) Projects that have not been awarded by the Dayu Award selection.

Chapter 3 Report

Article 8 The application for the project is based on the project legal person (or construction unit) as the main body; after the project is in operation, the engineering management unit may be the main body of the application. The main body can also entrust the main contribution unit to declare.

Article 9 The application unit shall submit the following information:

(1) Dayu Award declaration form;

(2) Application report and certification materials;

(3) Pictures and video materials reflecting engineering construction and management.

Article 10 The declaration unit shall apply in accordance with the following procedures:

(1) Fill in relevant information in the "Dayu Award Online Declaration System";

(2) After completing the online declaration, in accordance with the management authority of the project and the format of the specifications of the application system, report the corresponding watershed management agency, the provincial water administrative department or the relevant industry associations entrusted by it Official seal;

(3) During the prescribed time, the Dayu Award declaration form and application report and certification materials and other paper materials, and one copy of the multimedia video materials are reported to the Engineering Association.

Chapter IV preliminary review and on -site review

Article 11 The Engineering Association forms an expert group and is responsible for the preliminary review and on -site review of the project. The expert group consists of several experts in the water conservancy industry.

Article 12 The expert group shall conduct a preliminary examination of the application project in accordance with the application conditions. For projects that meet the application conditions, several groups of expert components conduct on -site review and form a review opinion. Each expert group consists of 3 to 5 experts. The on -site review work implements the avoidance system, and the review experts shall not participate in the project of the unit's declaration or participate in the relevant consulting activities.

Article 13 The on -site review content of the expert group:

(1) Report and inquire about the situation of the application unit;

(2) View the project on the spot;

(3) Check the original archives of the project;

(4) According to the "Essentials of the High -quality (Dayu) Award for Water Conservancy Project (Dayu) Award" (see Annex 2), give division and evaluation to the review project;

(5) Complete the review report and put forward recommendations.

Article 14 The Engineering Association organizes a plenary meeting of the expert group to review the results of the on -site review, and proposes the final recommendation of the review project.

Chapter 5 Evaluation

Article 15 The Establishment of the Dayu Award Evaluation Committee (referred to as jury). The main responsibilities of the jury are:

(1) Hold a review meeting, review the project for reviewing the recommendation review project, and select the award -winning project;

(2) Guiding opinions on the selection work.

Article 16 The jury is composed of personnel and relevant experts in the relevant business department of the water conservancy industry. Among them, there are one chairman and several deputy chairmen.

Article 17 The jury meeting must be attended by more than two -thirds of members. The engineering members who have received more than two -thirds of the judges who agree to the votes can pass the review. Article 18 The review process is:

(1) Announce the list of the jury;

(2) The director of the jury announced the selection principle;

(3) The basic situation of the selection of the Secretariat of the Engineering Association, the expert group introduced the project on -site review, the judge members watched the recommended participation project video materials, checked the declaration materials and inquired;

(4) The judge members vote by voting with their names;

(5) The director of the jury announced the results of the review.

Article 19 The results of the judging committees are publicized on the portal of the Ministry of Water Resources and Engineering Associations to accept public supervision. For projects in the publicity, if the report is verified and confirmed that the application conditions are not met, the qualifications for the award will be canceled.

Article 20 After the publicity has no objection, the project association has promulgated the award -winning project decision, and reports to the Ministry of Water Resources and the compassion of the compassion and commendation work coordination agency office for record.

Chapter VI Awards

Article 21 The main contribution unit of the project association to the award -winning project is awarded the Dayu prize medal (cup) and honorary certificate;

Article 22 The award -winning project may set the award -winning signs or logo at its display position. The award -winning project will be included in the Dayu Award -winning project album and reports and report on relevant media.

Article 23 The superior units of the award -winning unit may reward them according to the specific situation. The award -winning units can reward the main contributors according to the specific circumstances.

Article 24 The relevant departments or relevant parties may encourage the award -winning units of the award -winning projects in accordance with relevant regulations in accordance with relevant regulations and actual situations. In their credit rating and participating in similar project bids, appropriate ways are encouraged.

Chapter 7 Work Discipline

Article 25: In the selection work, the application unit shall not seek the Dayu Award for improper means such as fraud. For violated those, they will be given warnings, and they will be given a warning and eligible for the cancellation of the declaration and award.

Article 26 The units that have economic interests that the implementation of the organizational unit shall not participate in the consulting business related to the selection activities.

If the application unit violates the provisions of the preceding paragraph, it will be commissioned to conduct a consultation business, and once verified, the application or award qualification will be canceled.

Article 27 The judge members and experts shall work properly, strictly adhere to discipline, and consciously resist the wind. For violated those, they will give warnings or cancel their selection qualifications depending on the severity of their circumstances.

Relevant staff members who neglected their duties, abuse their powers, and abuse their fraud in the selection work shall be punished in accordance with relevant industry self -discipline; if a crime is constituted, their criminal responsibility shall be investigated in accordance with the law.

Chapter 8

Article 28 For the award -winning projects, if there are problems such as fakes and prizes, the project association has the right to make a decision to revoke the title of the project (including the winning units and personnel).

Article 29 These Measures shall be implemented from the date of promulgation. The former "Administrative Measures for the Selection of the High -quality (Dayu) Award of China Water Conservancy Project" (Zhongshui Association [2020] No. 29) was abolished at the same time.
