Chen Liang, a lawyer of Hubei Law Firm, believes that the man involved in this case did not explicitly say that he was a fire or public security organs. The documents wearing were also a fire testing technology company. If the company's employees replace the real expired fire extinguisher to a regular fire extinguisher, it is not illegal, but it "identified" the fire extinguisher that the merchant did not expires, and there was a charge for the existence. If it involved a large amount, it was suspected of fraud.
