Our country's measures and keep the red line of cultivated land

The results of the third national land survey showed that at the end of 2019, my country's arable land area was 1.918 billion mu, and the per capita arable land area was only 1.36 acres, which was less than 40%of the world average. At the same time, my country's cultivated land resources have uneven distribution, and the overall quality is not high. More than half of the arable land is harvested by the sky. In the 10 years from the "two -tone of the country" to "three tones of the country", the total amount of construction land in my country increased by 26.5%. Some towns and parks were inefficient and idle for idle land. In addition, the problem of illegal illegal occupation of arable land occurs, and the protection of cultivated land is not optimistic.

In response to the above problems, the Ministry of Natural Resources has adopted a series of measures to promote the protection of cultivated land and save intensive land, and achieved positive results: in terms of strengthening the construction of the rule of law, cooperate with the legislature to complete the regulations such as the Land Management Law and promulgated and implemented it, and strictly control the cultivation of cultivated land into Non -agricultural construction land. In accordance with the idea of ​​"reiterating, refining, supplementing, and correction", the draft arable land protection law is being drafted to strengthen the protection of the rule of law in the protection of cultivated land.

On the basis of strictly defining the red line of cultivated land protection, based on the results of the "three tones of the land", the Ministry of Natural Resources and relevant departments jointly compile the "National Land Space Planning Outline (2021-2035)", in accordance with the five provinces in China and permanently permanent cultivated land and permanently in my country. The priority of the basic farmland red line, ecological protection red line, and urban development border has carried out the "three districts and three lines" pilot. Establish the target tasks of the cultivation of cultivated land in 2035 and the protection of permanent basic farmland. In terms of strict management of cultivated land, the Ministry of Natural Resources has organized a cultivated land verification for four consecutive years since 2018, involving 158,000 supplementary cultivated land projects to ensure that the cultivation of cultivated land is true and credible. Establish a system of supplementary cultivated land, and disclose more than 40,000 supplementary cultivated land project information through the website of the Natural Resources Department, and take the initiative to accept social supervision. Against the problem of farming land reflected in the "three -tone of the country", the problem of the loss of cultivated land by other agricultural land, and issued a notice with relevant departments to set up a "entry and exit balance" system for cultivated land, and has a planned, target, and rhythmically promoting cultivated land recovery.

In terms of strict law enforcement inspection, since 2018, a total of 290,700 cases of land violations have been established across the country, and the disciplinary inspection and supervision organs have been transferred to party discipline and government affairs to 1,4047 people. The Ministry of Natural Resources directly or jointly investigated and dealt with 6 cases of land illegal cases, 19 supervisors, and publicly notified 222 cases of land illegal cases. During the same period, the national natural resource inspector agencies conducted supervision and inspection of provincial governments on the prominent problems of cultivated land for four consecutive years, and urged local rectification to urge localities.
