The "Black Land Protection Law of the People's Republic of China" (hereinafter referred to as the Black Land Protection Law) was approved by the 35th meeting of the Standing Committee of the 13th National People's Congress and implemented from August 1, 2022.

Heilongjiang, a large agricultural province, has a typical black soil arable land area of ​​156 million acres, accounting for 56.1%of the 156.1%of the cultivated land area of ​​the typical black soil area in Northeast China. Obviously, it is of great significance to rule the soil in Heilongjiang.
