On the morning of September 29, the press conference of the 37th meeting of the Standing Committee of the 13th National People's Congress of Shanxi Province, introduced the "Regulations on the Shanxi Provincial Community Home Pension Service" (hereinafter referred to as the "Regulations"). Provincial local regulations for pension and home care services.

According to statistics, as of the end of December 2021, there were 67.209 million elderly population in the age of 60 and above in the province, accounting for 19.31 % of the permanent population. The aging of the population showed a large base, rapid growth, and aging. At present, there are a total of 1,158 pension institutions in the province, with 8,120 elderly day care centers, with a total of 21,700 pension beds, of which 70,400 in the community pension beds, and about 30,000 elderly care practitioners.

At present, the elderly care service pattern is "9073", that is, 90%of home care, 7%community pension, 3%of institutional pension, and family -oriented pension models dominate. On the other hand, affected by the weakening of traditional moral constraints such as the rapid narrowing of family scale, decreased family status and influence of the elderly, the decline in the influence of the elderly, and the weakening of the elderly and filial piety, the support function of family pension has continued to weaken. Although the social pension service system has developed rapidly, there are also problems such as "heavy institutions, light home communities", poor medical and nursing mechanisms, and prominent rural pension services. The elderly's home care and disabled semi -disabled elderly home care to create convenient conditions.

As the first provincial local regulations that cover community pensions and home care services at the same time, the "Regulations" fill the legislative gap of the theme of community home care. The "Regulations" clarify the responsibilities of governments and relevant departments at all levels, encourage enterprises, social organizations, families, and individuals to actively perform social responsibilities and support community home care services. In the service facility part, the construction standard of the community home care service facilities is clarified, and the specific requirements for the construction of community pension service houses are proposed to promote the reasonable layout of the province's community home care service resources; The multi -channel supply model of community home care facilities, multiple measures to solve the problem of distribution of community pension service facilities; in the service supply section, through continuous expansion of balanced, reasonable, high -quality and efficient pension service supply, promote high -quality development of community home care services. Continuously meet the service needs of the elderly; in addition, through financial support, loan support, tax and fees, and talent incentives, we will effectively support social forces to participate in community home care services, and build a multi -main service supply model that the whole society has participated in.

Yang Lincheng, deputy chairman of the Provincial People's Congress Social Committee, said that the "Regulations" was formulated this time to increase the relevant policy documents of the province into local regulations, solidify some successful practices and experience methods, and better support the family to bear the responsibility of pension and ensure the protection of the family. The majority of elderly people solve the problem of "around, bed, surrounding" pension services, enjoy more comprehensive, richer and more convenient pension services, and live a quality and dignified old age.

The "Regulations" will be implemented from January 1, 2023.
