In this regard, the relevant person in charge of the Ministry of Commerce introduced at the regular blowout meeting of the State Council today that in recent years, the Chinese port business environment has continued to optimize, and the level of trade facilitation has improved year by year. Promote the rush of the port comparison, thereby further improving the turnover efficiency of imported goods in my country, reducing the burden on enterprises, ensuring the stability and smoothing of the industrial chain supply chain, and continuously improving China's efficiency.

According to reports, the preparation of standard operation procedures (referred to as "SOP") is an important exploration in the field of foreign trade. Its purpose is to coordinate various ports to improve the rotation efficiency of imported goods under the conditions of epidemic conditions. Standard operating procedures summarize and comb their business characteristics of different ports: sea transport, aviation, and railway, and introduce the entire business process from the start of corporate customs declaration to the main business process of the owner, including its working links, specific content, and charging time, and also list them. Some places have good experience and practices. Standard operating procedures involve 6 types of subjects, including cargo owners, freight generations, customs, docks, airports, stations.

The operation of the sea transportation port mainly includes 7 links, namely: freight agency enterprises change orders, customs declaration, ship board inspection, shiplift, customs cargo inspection, customs release, and cargo owners' pick -up. In the sea transportation port, after comparison, the overall level of operational efficiency of the shipping ports such as Guangzhou, Ningbo, and Shanghai is relatively high. Like Guangzhou's shipping port, from ships to ports to boarding, the average time is 3 to 4 hours.

In the railway port, the overall level of operating efficiency of railway ports such as Suifenhe and Horgos is relatively high. For goods that meet the inspection conditions and determine the results of the inspection on the spot, the Suifenhe Railway Port can complete the inspection in about 1 hour.
