The People's Procuratorate of Jinghe County believes that the site of Anfu City has very important political, historical and cultural values. The cultural relic body and surrounding environment of the site have not been effectively protected, and the state of damage continues. As a result, the national interests and social public interests are infringed, and the conditions for the filing of administrative public interest litigation.

In June 2020, the People's Procuratorate of Jinghe County issued a pre -procuratorial proposal to the Qianding Township People's Government where the Cultural and Sports Radio and Television and Tourism Bureau and the Anfu City site were located, and urged the two units to take effective protection measures in a timely manner. At the same time, the court reported the current situation of the site of the people's governments and relevant departments to promote the formation of the working pattern of the protection and cultural heritage of the joint efforts of multiple departments.
