BRICS Disaster Management Ministerial Meeting Beijing Declaration

We, the Minister of the Disaster Management Department of the Federal Republic, the Federal Republic of the Brazil, the Federal Federation of the Russian Federation, the Republic of India, the People's Republic of China, and the Republic of South Africa, gathered in Beijing on September 23, 2022, and attended the theme of "Promoting the Modernization of Disaster Prevention and Control, Help BRICS Disaster Management Ministerial Conference. Based on the consultation of all parties, we welcomes guests and international organizations to participate in this year's BRICS disaster management cooperation activities.

Looking back at the "Ufa Declaration" signed by the Leaders of BRICS on July 9, 2015, the "Xiamen Declaration" signed by the ninth meeting on September 4, 2017, and the tenth on July 25, 2018 The "Johannesburg Declaration" signed by the meeting, the "Moscow Declaration" signed by the twelfth meeting on November 17, 2020, the "New Delhi Declaration" signed by the 13th meeting on September 10, 2021 and June 2022 The "Beijing Declaration" signed on the fourteenth meeting on the 23rd pointed out the importance of the BRICS countries in the field of disaster management and toughness. Pay attention to the continuous impact of global climate change, frequent frequent occurrence of natural disasters, and the popularity of new crown pneumonia epidemic on disaster prevention and control. The objective demand for sustainable economic and social development is rising;

Emphasizing the promise of the BRICS countries to implement the "Framework Framework of Sendai in 2015-2030", the "Paris Agreement" and the UN 2030 Affairs of the 2030 Affairs of the United Nations, and the responsibility of the regional and global disaster governance fields, play an active role Common vision;

Recognize the series of achievements and consensus obtained by the Fourth BRICS Disaster Management Working Group, Expert Seminar, Expert Symposium, Urban Search and Rescue Online Desktop Exercises;

we decide:

1. Adhere to the concept of life first, and strive to continuously improve the national disaster prevention and mitigation system, improve disaster prevention and control capabilities, reduce casualties and property losses caused by disasters, and effectively protect the safety of people's lives and property;

2. Strengthen the exchanges and cooperation at the policy levels of disaster prevention and mitigation strategic planning, laws and regulations and standards, and promote strategic cooperation;

3. Through the development of high -level interoperability, management and technical personnel exchanges and sharing experience, promote exchanges and cooperation between disaster management departments, and improve the level of professional disaster management;
