Liu Dechun said that environmental infrastructure is the basic guarantee of in -depth pollution prevention, improving the quality of ecological environment, and improving the well -being of people's livelihood. It is an important support for the modern environmental governance system. The Party Central Committee and the State Council attach great importance to the construction of environmental infrastructure, and require the construction of a environmental infrastructure system that integrates sewage, garbage, solid waste, hazardous waste, medical waste treatment facilities and monitoring and supervision capabilities.

Since the 18th National Congress of the Communist Party of China, the National Development and Reform Commission has in -depth implementation of the decision -making and deployment of the Party Central Committee and the State Council with the Ministry of Housing and Urban -Rural Development. More than 100 billion yuan supports environmental infrastructure construction, more than 1,500 new cities and county living sewage treatment plants, 280,000 kilometers of sewage pipe networks, more than 500 new waste incineration treatment plants, cities above the prefecture level and east central areas are conditions for conditions. The county -level urban environmental infrastructure system is basically established, and the prominent environmental problems such as sewage waste around the masses have been effectively resolved, and the living environment has improved significantly.

First, sewage collection and treatment and resource utilization have achieved remarkable results. I have introduced a number of policy plans to systematically promote the high -quality construction and operation and maintenance facilities of urban sewage treatment facilities, and actively promote the use of sewage resources. In 2021, the nationwide urban and county -county sewage treatment capacity increased by more than 60%compared with 2012, the length of the domestic sewage pipe network increased by more than 105%, and the recycled water conservancy rate was about 25%, an increase of 16 percentage points from 2012.

The second is the significant improvement of domestic waste classification and processing capabilities. Formulate related plans for the construction of the "13th Five -Year Plan" and "Fourteenth Five -Year Plan", and guide the local conditions to promote the collection and disposal of domestic waste according to local conditions. In 2021, the nationwide urban domestic garbage and harmless treatment rate was close to 100%, an increase of 24 percentage points from 2012. At the same time, actively tap the "resources" attributes of domestic waste and vigorously enhance the incineration processing capacity. At present, the treatment rate of domestic garbage incineration in urban and towns in my country exceeds 50%, which has become the main way for domestic waste treatment.

The third is to promote the effective disposal and resource use of solid waste, hazardous waste, medical waste safety. Vigorously improve the ability to deal with medical waste and hazardous waste, promote the use of solid waste resources, and make positive progress. Especially after the epidemic of new crown pneumonia, the National Development and Reform Commission urgently issued nearly 5 billion yuan in the central budget to support the construction of medical waste disposal facilities in various places, which strongly supported the prevention and control of the epidemic in various places. In 2021, the national dangerous waste concentrated use of disposal capacity exceeded 160 million tons/year, an increase of 4 times over 2012; the national medical waste centralized disposal capacity was about 2.15 million tons/year, and the disposal capacity reached 1.54 times that of the production of medical waste.

Liu Dechun pointed out that in the next step, the National Development and Reform Commission will focus on supplementing shortcomings, strong weaknesses, optimizing layout, improving quality, comprehensively improving the quality and operating efficiency of urban environmental infrastructure, and promoting the integrated, intelligent and green development of environmental infrastructure. Gradually form an environmental infrastructure network that extends from urban to systematic towns and rural areas to promote the continuous improvement of the quality of ecological environment.
