The Ministry of Commerce revised and released the "Administrative Measures for Standardization in the Business Sector"

On September 20, the Ministry of Commerce amended and released the "Administrative Measures for Standardization in the Commercial Field" (the Ministry of Commerce Order No. 2, 2022, hereinafter referred to as the "Administrative Measures"), implemented from October 20, 2022.

The "Administrative Measures" is the basic system of standardization work in the business field. In 2012, the Ministry of Commerce first released the "Administrative Measures", which played an important role in improving the legalization of standardization and standardization. In recent years, with the rapid development of my country's business undertakings, the reform of national standardization has continued to advance, and standardization of the business field has faced a new situation. In 2018, the revised "Standardization Law of the People's Republic of China" (hereinafter referred to as the "Standardization Law") was officially implemented, and new regulations on the standard system, standardization management system, and specific requirements of standard system revision. In October 2021, the Central Committee of the Communist Party of China and the State Council issued the implementation of the "National Standardization Development Outline", which pointed out the direction for the current standardization of the business field for the current and one period of time.

In order to thoroughly implement the "Standardization Law" and "National Development Development Outline" and further improve the level of standardization work management in the business sector, the Ministry of Commerce revised the "Administrative Measures". The revised "Administrative Measures" has 4 chapters and 39 articles. The main contents include: (1) General Principles. It mainly specifies the scope of application, division of responsibilities, and work principles of standardization work in the business field. (2) Standard formulation. It mainly specifies working procedures and basic requirements for the establishment of industry standards, drafting, soliciting opinions, review, approval, release, and openness. (3) Standard organization implementation. It mainly stipulates the requirements for publicity, feedback evaluation, and review of industry standards in the business sector. (4) Attachment. The formulation and implementation of the standardized guidance technical documents in the business field are stipulated in the implementation of the "Administrative Measures".

The revised "Administrative Measures" adapt to the new situation of standardization work, conforms to the trend of standardization reform, and will play an important standardized and leading role in promoting the standardization construction of the business field.
