Intellectual property creation volume and quality increase

Question: In the “Fourteenth Five -Year Plan" plan for the construction of intellectual property rights and intellectual property rights, they all proposed to adhere to quality priority and benefit. What results have the autonomous region achieved in promoting the high -quality development of intellectual property rights? What are the next steps?

Answer: In recent years, the development of intellectual property rights in the autonomous region has shown a stable and progressive trend. First, the level of patent creation has been improved. From 2019 to 2021, the annual patent authorization of the autonomous region was 8,652, 12,763, and 21178, respectively, with an average annual increase of 56.52%; the cumulative amount of intellectual property bales financing reached 3.883 billion yuan. As of May this year, a total of 49 patents were awarded the China Patent Award (2 Gold Awards), 156 patents have won patent awards in the autonomous region, and 53 national intellectual property advantages demonstration enterprises. The second is the continuous growth of trademark registration. From 2019 to 2021, the registered registered volume of trademarks in the region was 38,500, 430,000, and 62,500, respectively, with an average annual increase of 27%; 279,300 trademarks were accumulated. There are 90 geographical signs of collective trademarks and certification trademarks in the region and 39 geographical indications protection products. According to the development needs of key industries and strategic emerging industries in the autonomous region, we will also cooperate with colleges and universities, scientific research institutes, and enterprises to innovate and integrate research to build a good intellectual property operation ecology.

Increase the protection of intellectual property rights

Question: The protection of intellectual property rights has always had problems such as "infringement, difficulty in protecting rights, low compensation, and long time". What are the measures in the autonomous region in terms of increasing the protection of intellectual property rights?

Answer: In terms of increasing the protection of intellectual property rights, the first thing the autonomous region must do is to accelerate the improvement of the policy and regulations, actively promote the revision of local regulations such as the "Patent Promotion and Protection Regulations", and further improve the infringement punitive compensation system. The legal level solves the problem of "low compensation".

Help SMEs innovate development

Question: SMEs play a very important role in promoting technological innovation, increasing social employment, and developing the national economy. During the "14th Five -Year Plan" period, how will the autonomous region help SMEs through intellectual property rights to relieve difficulties and support the innovative development of SMEs?

Answer: In April 2021, the Autonomous Region issued the "Xinjiang Promotion Patent Transformation Special Plan to help SME Innovation and Development Implementation Plan". The special work plan of the year is also the key task of improving the transformation and transformation of intellectual property rights during the "Fourteenth Five -Year Plan" period.

Next, we will actively promote patent transformation from five aspects to relieve difficulties and support innovation development for SMEs.
