Important content

The Wetland Protection Law will be implemented on June 1, 2022. The law has a total of 7 chapters and 65 articles. It is the first special legislation in my country for wetland protection, which will lead my country's wetland protection to fully enter the track of legal system.

Wetland definition

Wetland refers to the natural or artificial, artificial, perennial or seasonal stagnant zone, and waters with significant ecological functions, including sea areas with no more than six meters at low tide.

Resource management

The state implements the total wetland area and control system, and the total amount of wetland area management and control target is included in the wetland protection target responsibility system.

Hierarchical management

Wetlands are divided into important wetlands and general wetlands. Important wetlands include important wetlands and important wetlands at the provincial level, and wetlands other than important wetlands are general wetlands.

Protect

Encourage units and individuals to carry out activities such as ecological tourism, ecological agriculture, ecological education, and natural experiences that meet the requirements of wetland protection, and moderately control the scale of wetlands such as planting and breeding.

Prohibitive behavior

It is forbidden to destroy the wetland and its ecological function:

(1) Open (siege) reclamation and drain natural wetlands, permanently cut off natural wetland water sources;

(2) Fitting natural wetlands without authorization, sand mining, mining, and soil in unauthorized authority;

(3) Industrial wastewater, domestic sewage and other wastewater and sewage that does not meet the standards of water pollutants discharge standards, dump, stacked, discard, and sprinkle solid waste;

(4) Excessive grazing or wild plants, excessive fishing or extinction, excessive fertilization, medicine, bait and other planting and breeding behaviors;

(5) It is forbidden to engage in fishing, picked bird eggs, and destroying bird's nests such as water birds, digging bird eggs, and breaking the bird's nest in the natural protection land and other important habitats with water birds;

(6) It is forbidden to introduce and release foreign species to wetlands;

(7) It is forbidden to minimize peat in peat swamp wetland or mining groundwater without authorization;

(8) It is forbidden to discharge the water storage of peat swamp wetlands outward, except for disaster prevention and mitigation;

(9) It is forbidden to build artificial wetlands such as illegal occupation of cultivated land;

(10) Other behaviors of wetlands and their ecological functions.

Wetland is known as the "kidney of the earth", and it is also known as the three major ecosystems in the world with forests and oceans. Wetland has important ecological functions such as conservation of water sources, purifying water quality, maintaining biological diversity, flood storage and drought prevention, regulating climate and carbon storage and carbon and carbon, and has an important role in maintaining my country's ecology, food and water resources. Special legislation for wetland protection is conducive to the overall and systemic departure of the wetland ecosystem, and provides a strong protection of the rule of law for strengthening the protection and repair of wetland.
