The project is located in the north and south plains downstream of Mulan Creek, with the project construction spanning Licheng District and Hanjiang District. After the completion of the project, the tail water after the processing of the sewage treatment plant of the Fujian central Fujian will be used as a source of water to replenish the inland river in Licheng District and Hanjiang District. The project is included in the three -year rolling investment plan of the National Construction Project Library, and it is one of the 150 major water conservancy projects determined by the State Council.

It is understood that the downstream water ecological restoration and governance project of Putian Mulan Creek covers 425 square kilometers of the Northern and Northern Plain in the lower reaches.
