The traffic police stated that because Zhang refused to deal with the accident, according to relevant regulations, the illegal act required to deal with the collection of evidence in the implementation of traffic accident treatment was temporarily deducted from the vehicle and could not return the vehicle. The traffic police also informed Zhang that the accident handling was based on the law and evidence, not to report the accident.
