Zhu Yuancheng, Shouyang, Shanxi, was born in January 1926. From 1940 to 1946, he was a clerk in Qiqihar and a thick department store. From 1946 to 1959, he served as the director of the Sixth District Store Federation of Qiqihar City, member of the Standing Committee and Chairman of Qiqihar Industry and Commerce Federation, and deputy chairman of Heilongjiang Industry and Commerce Federation. From 1959 to 1980, he served as deputy director and director of the Qiqihar City Service Bureau of Heilongjiang Province, and chairman of the Qiqihar Municipal Committee of Heilongjiang Province in Democratic Construction. From 1980 to 1992, he served as deputy chairman and secretary -general, deputy chairman, chairman, chairman of the Democratic Construction Heilongjiang Provincial Committee, vice chairman of Qiqihar Municipal Committee of the CPPCC, and member of the Standing Committee of the CPPCC of Heilongjiang Provincial Political Consultative Conference. After 1992, he served as vice chairman and secretary -general of the 6th Central Committee of the Democratic Party Construction, vice chairman of the seventh Central Committee, and Honorary Vice Chairman of the Eighth Central Committee.

Comrade Zhu Yuancheng is a member of the 7th National Committee of the Chinese People's Political Consultative Conference, a member of the Standing Committee and Deputy Secretary -General of the Eighth National Committee of the Chinese People's Political Consultative Conference, and a member of the 9th National Committee of the Chinese People's Political Consultative Conference.
