In order to regulate the naming and construction work of the demonstration park and demonstration base, the former Ministry of Culture issued the "Administrative Measures for the National Cultural Industry Demonstration Base" and the "State Cultural Industry Demonstration Park Management Measures (Trial)" in 2006 and 2010, respectively. The annual amendments to the "Administrative Measures for the National Cultural Industry Demonstration Base" have played a positive role in promoting the standardized, orderly and healthy and rapid development of demonstration parks and demonstration bases. As my country has entered a stage of high -quality development, the cultural industry is facing a new development situation and task requirements. The original management regulations can no longer adapt to the needs of the construction and development and naming management of the demonstration parks and demonstration bases. It is necessary to optimize and improve the actual situation. Since 2022, on the basis of extensive soliciting and fully absorbing cultural and tourism administrative departments, relevant park operation management agencies and experts and scholars, the "Administrative Measures" is drafted.

The "Administrative Measures" is divided into 28 chapters, which mainly specify the construction goals, functional positioning, management responsibilities, basic conditions, assessment procedures, demonstration tasks, service support and management supervision of demonstration parks and demonstration bases. It is reported that the Ministry of Culture and Tourism organize the application of demonstration parks and demonstration bases every 2 years. Among them, the creation period of the demonstration park is not less than one year and the longest does not exceed 3 years. In principle, the Ministry of Culture and Tourism will carry out the acceptance of its organization every year.

According to the "Administrative Measures", after the demonstration park and demonstration base were named, the demonstration period was 3 years. The Ministry of Culture and Tourism will review the demonstration parks and demonstration bases that are about to expire during the demonstration period. Through the review, the demonstration period lasted for 3 years; if the review is not passed, the title is no longer retained after the expiration. In terms of policy support, the Ministry of Culture and Tourism will incorporate the construction and development of demonstration parks and demonstration bases into the cultural industry development plan, strengthen policy guidance, improve the contact service mechanism, build a platform for exchanges and cooperation for demonstration parks and demonstration bases, and in enterprise cultivation, talent training , Resource docking, project services, brand promotion and other aspects.
