The raw material industry is the foundation of the real economy. It is a key area for the basic industries that support the development of the national economy and winning the advantages of international competition. At present, my country's raw material industry basically meets the needs of the national economic development and the consumption needs of the people, but the foundation of quality development is not solid enough, and the quality stability, consistency and high -quality development requirements of product quality are still gap.

The implementation plan focuses on the development goals, and has proposed nine key tasks from three aspects: increased varieties, quality, and brand creation. It has deployed three key projects: raw material varieties, improvement of raw material quality, and raw material brand construction.
