The notice proposes that according to the "Administrative Measures for the Fund of Marine Ecological Protection and Repairing Fund" formulated by the Ministry of Finance in 2020, the support of the central government's 2023 marine ecological protection and restoration funds is focused on marine ecological protection and restoration governance, and pollutant governance in the sea. Specific: support and repair important ecosystems such as key waters, islands, coastal belts, etc., improve ecological functions and disaster reduction functions; Pollution source governance, as well as pollutants such as sewage and garbage in the island waters.

The notice requires that the application cities should aim at improving the quality of the overall marine ecosystem in the region and improving the carbon exchange capacity of marine ecosystems, adhere to the overall protection and systematic restoration, coordinate the planning projects, and avoid small -sized projects. Among them, the total investment of projects declared by municipalities, provincial capital cities, and planned cities should not be less than 500 million yuan, and general prefecture -level cities should not be less than 400 million yuan, and the project implementation period is 2023 to 2024.
