Liu Zhiyu pointed out that since July, the rainfall and water in the Yangtze River Basin have been severe, and the water levels in the rivers and lakes have continued to decline, and the widest and heavier hydrological drought in the widest and most extent has occurred. At present, the drought in the middle and lower reaches of the Yangtze River is still developing, and it mainly shows the characteristics of "two less and one low early".

The first is less rainfall. Since July, the cumulative rainfall of the Yangtze River Basin has been 190 mm, which is nearly 50 % less than the same period of the year. It is the least in history since 1961. Among them, the rainfall in the middle and lower reaches of the Yangtze River and Dongting Lake and Poyang Lake are less than the same period of the same year. 40 % to 80 %, there are no valid rainfall days in some areas of Hunan and Jiangxi.

The second is to have less water. Since July, the amount of water in the Yangtze River is 20 % to 80 % less than the same period of the same year, and the amount of water from the upper and middle reaches is less than 40 %, which is the least in the same period since 1949. There are fewer information for the second place; the water volume of the Poyang Lake Water system is less than 40 %, which is the least in the same period since 2003. There are nearly 50 % and 60 % of the key reservoirs of the Three Gorges and Danjiangkou of the Hanjiang River, respectively, and the same period of history.

The third is low water level. At present, the water level of dry flow in the middle and lower reaches of the Yangtze River and Dongting Lake and Poyang Lake is 4.61-7.34 meters lower than the same period of the year.

The fourth is the early dry water. The water level of Lingji Station of Dongting Lake City was lower than the dry water level (24.50 meters) on August 4, the earliest since 1971. The water level of Xingzi Station of Poyang Lake was lower than the dry water level (12.00 meters) on August 6, and entered the dry period 100 days in advance. On September 6, Xingzi Station fell below the extremely dry water level (8.00 meters), the earliest since 1951, the earliest in history, the earliest in history A year (November 30, 2019) appears 85 days in advance.

Liu Zhiyu said that it is expected that the rainfall in the Yangtze River Basin in mid -September will continue to be less. Among them, the middle and lower reaches of the Yangtze River and Dongting Lake and Poyang Lake are 20 % to 50 % less than the same period of the year. At the end of the flood, the water storage pressure of the reservoir was high. Looking forward to October, the rainfall in the middle and lower reaches of the Yangtze River is still significantly less. The summer and autumn drought may occur in Jiangxi, Hunan, Hubei, Anhui and other places.
