Xinhua News Agency, the United Nations, June 20th. Chinese Permanent Representative of the United Nations, Zhang Jun, spoke at the Syrian Humanitarian issue public meeting on the 20th, requesting that to terminate Syrian cross -border rescue formulation a clear timetable.
Zhang Jun said that the Security Council No. 2585 decided to authorize Syrian humanitarian rescue will expire in July. In the past year, this resolution has played a certain role in alleviating the humanity situation, but the resolution has not been fully implemented. The Security Council should comprehensively analyze and comprehensively apply to overcome the obstacles facing humanitarian rescue work in a targeted manner, and make more reasonable and effective arrangements for the next humanitarian rescue.
First, we must fully respect Syria's sovereignty and the dominant position of the Syrian government, and effectively play the effect of cross -line humanitarian rescue. Cross -line rescue should be the main channel for Syrian humanitarian rescue, but in the past year, despite the clear requirements of resolutions No. 2585, the investment in this area is very limited. The Security Council must put forward specific requirements on improving the efficiency and scale of cross -line rescue, and promote the strengthening of relevant capabilities to build relevant capabilities, effectively ensure the safety of rescue channels, and support the efforts of international humanitarian institutions.
Second, we must vigorously promote early recovery projects and cultivate the vitality of Syria's economic development. The resolution No. 2585 was urged all parties to support the early recovery projects. However, unfortunately, some countries have always recovered the project as a political chip, and have a negative attitude towards the project, which has caused the project's implementation to have been unsatisfactory. The Security Council must make practical efforts for this.
Third, we must actively carry out dialogue and negotiation to properly handle related arrangements for cross -border humanitarian rescue. China has always advocated that the cross -border humanitarian rescue mechanism is only a special arrangement made in a specific situation. The Security Council should combine the development of the ground situation to evaluate the effectiveness and applicability of the mechanism in a timely manner, and make corresponding adjustments. Cross -border humanitarian actions in the northwestern Syria must strictly follow the requirements of the Security Council's resolutions and ensure the neutral and transparent attributes of assistance. It is necessary to form a clear timetable for the termination of cross -border rescue, and to promote cross -border rescue to gradually transition to cross -line ways.
Fourth, unilateral sanctions should be immediately lifted to create a good external environment for Syrian economic recovery and development. Over the years, unilateral sanctions on the implementation of countries have greatly weakened the ability of the Syrian government to raise resources and carry out reconstruction. Related sanctions have also seriously restricted international humanitarian institutions in narrative operations, and have become the biggest obstacles to improving the humanitarian situation. In their speeches, some countries emphasize the human rights of the Syrian people and the situation of humanitarianism. While maintaining and adding unilateral sanctions, they expressed their care of the well -being of the people, which is contradictory. China urges relevant countries to immediately terminate unilateral sanctions on Syria, and the relevant resolutions of the Security Council must make clear requirements for this.
