Water price reform plan

(1) Stimulate the composition of the terminal water price

Terminal water prices are adjusted to basic water prices, sewage treatment fees, and water resources taxes. Residents' secondary water supply costs are included in the basic water prices of residents. Cancellation of household tables (including courtyard pipe networks).

(2) Price of verification of Lijiahe Reservoir (raw water) price

In accordance with the principles of "compensating the operating and maintenance costs of the Lijiahe Reservoir, and the financial expenses such as loan interest and other channels, the price of the Lijiahe Reservoir water supply (raw water) price is approved to 1.11 yuan/m³.

(3) Implementation of water resources and taxation policies

The collection standards stipulated in the water resources tax are included in the terminal water prices. Residents are 0.30 yuan/m3, non -residents 0.72 yuan/m³, special bank 3.0 yuan/m³.

(4) Adjust the basic water price of public pipeline networks in urban areas

1. Adjust the amount of water volume of residents and differentials. The first-order annual water consumption of Xi'an residents is adjusted to 0-144 m³ (inclusive), the water volume of the second-order annual use is adjusted to 144-207m³ (inclusive), and the water volume of the third-order year is adjusted to 207m³ or more.

The basic water prices in the water price difference of residents' stairs are adjusted from the current 1: 1.5: 3 ratio to 1: 2: 3.

2. Adjust the basic water supply of water supply in urban areas.

Option 1: According to the level of compensation costs for the first step of residents, the basic water prices are calculated and classified.

(5) Adjust the standard for sewage treatment fees

2. Adjust the standard for sewage treatment fees.

Special sewage treatment fees are flat with non -residents to account for classified sewage treatment fees.
