Chapter 1 General Principles

Article 2 The provincial -level high -tech industry development zone (hereinafter referred to as the provincial high -tech zone) referred to in these Measures refers to the approval of the provincial government. It is under the jurisdiction of the city and state government of the provincial government. Article 3 The provincial high -tech zone shall adhere to the direction of "developing high -tech and realizing industrialization". Chapter 2 Conditions and procedures
Article 5 The provincial high -tech zone is established on the basis of the provincial development zone. Article 6 The provincial high -tech zone must meet the following conditions:
(1) Basic conditions.

4. The park ranks in the top 60%of the comprehensive ranking of the provincial development zone in the provincial -level development zone last year.
(2) Industrial characteristics.
1. Mainly high -tech industries, outstanding characteristics, and leading industries in line with the scope of "High -tech Fields supported by the State" involved in the scope of the pillar industry, strategic emerging industries and development prospects in the region, and have a relatively complete one with a relatively complete The industrial chain, the proportion of the total output value of the park in the park is not less than 60%;

(3) Innovation system.
1. Establish a more complete support service system for innovation and entrepreneurship, finance, law, and foreign trade. (4) Guarantee measures.
1. There is a management agency sent or established by the local party committee or government, which can provide high -quality services for innovation, entrepreneurship and industrial development;
2. The local government attaches importance to the construction of the park, and takes the park as an important carrier of the implementation of innovation -driven development strategies. It has clear support measures and policy guarantees, and has specific measures to implement policies on high -tech zones.
The provincial high -tech zones of ethnic minorities can be relaxed appropriately.
Article 7 Provincial high -tech zone identification procedures:
(1) Application. The municipal (state) government submits an application for the establishment of the provincial government, and the provincial government approves the transfer of application materials for the provincial science and technology department. The declaration information includes:

2. Gansu Province High -tech Industrial Development Zone (including the location of the park and the basic situation of the park, the main results of the park);
3. The overall development plan of the provincial high -tech zone (including the development plan of high -tech industry) and the construction implementation plan of the provincial high -tech zone;

5. Detailed planning of land and space planning and control of the park;
6. The evaluation results of the land intensive use of the park;
7. The environmental impact report and review opinions of the park;

10. High -tech enterprises, innovative talents (teams), R & D institutions, scientific and technological innovation and service platforms and related certification materials during the validity period;

12. Other related materials.
Requirement requirements:
1. Relevant data is subject to the statistical department's data;
2. In principle, the scope and area of the application for application shall be registered for the data of the National Development and Reform Commission and the Ministry of Natural Resources.

(3) Research. Chapter III Protection and Management
Article 8 The provincial high -tech zone will actively explore the innovation management system and operating model with reform and innovation. Article 10 Encourage provincial -level high -tech zones to carry out pilot pilots such as scientific and financial, technological transfer and results transformation, equity incentives, intellectual property use and protection, and coordinated innovation of industry, university, and research. Encourage commercial banks to set up science and technology branches in the provincial high -tech zone, formulate special credit plans to provide differentiated financing services for science and technology enterprises. Article 12 Enterprises with conditions in provincial high -tech zones will use international innovation resources to use international innovation resources to lay out overseas strategic layout and support overseas construction technology research and development centers, corporate incubators, and offshore innovation and entrepreneurship centers. Encourage provincial high -tech zones to attract wisdom to global talents, support the establishment of long -term stable talent exchanges and cooperation between enterprises and universities and enterprises outside the provincial university, and flexibly introduce industries to urgently need scientific and technological talents. Enterprises in the park and districts have made major contributions in the province and introduced high -level talents from home and abroad, and urgently needed talents in need, in accordance with the "Special Affairs Office, One Discussion" method, special evaluations of special talents are implemented. The governments of the park are located in the park's major province's major investment tax enterprise executives, high -level talents, and introduction of talents in the park.
Article 13 Priority to ensure major scientific and technological projects in the provincial high -tech zone. Support qualified provincial -level high -tech zones to apply for expanded areas and area in accordance with laws and regulations, and the local government is inclined to the provincial high -tech zone when arranging the annual new construction land indicators. Article 14 Provincial management agencies of high -level high -tech zones may directly recommend the application of science and technology planning projects to the Provincial Department of Science and Technology.
Article 15 The provincial -level high -tech zone shall establish a unified logo, build a comprehensive display platform for innovation and development, build a high -quality portal website, give full play to the role of various media propaganda, continuously enhance social influence, and establish an image of innovation and development of provincial high -tech zones.
Article 16 The provincial -level high -tech zone management institutions submit to the Provincial Department of Science and Technology to send relevant data reports of the annual park before March 31.
Article 17 The evaluation work of the provincial high -tech zone is carried out with the annual assessment and evaluation work of the provincial development zone. 4 kinds of unqualified. According to the results of the two -year comprehensive evaluation, the outstanding priority recommendation declared the national high -tech zone, and the top three were rewarded for 3 million yuan, 2 million yuan, and 1 million yuan to the top three. For those who have not qualified for two consecutive evaluations, the Provincial Department of Science and Technology has submitted an opinion to the provincial government for approval, and its provincial high -tech zone qualifications are canceled.
Article 18 Encourage and support the establishment of a national high -tech zone with qualified provincial -level high -tech zones. If it is upgraded to a national high -tech zone, the "one thing, one discussion" method will be awarded a reward of no less than 50 million yuan at one time. After being identified as a national high -tech zone, it will automatically withdraw from the provincial high -tech zone, and these measures are no longer applicable.
Article 19 The Provincial Department of Science and Technology will give 2 million yuan award at one time for the newly identified provincial high -tech zone. If local finances are identified as provincial high -tech zones or upgraded into national high -tech zones, supporting support should be strengthened and vertical collaboration should be strengthened.
Chapter 4
Article 20 These Measures will be implemented from the date of release and are valid for 5 years.
